Dear Mr. Noonan:

This is a status report on the filling of the Main Cooling Reservoir (MCR) and provides information relevant to the South Texas Project Safety Evaluation Report (NUREG-0781), Confirmatory Item #4. The MCR was filled to elevation 35.0 feet Mean Sea Level in November 1985 and the level has since been maintained close to that elevation. The piezometers around the MCR indicated increasing levels under the embankment and along the line of relief wells during filling. The gradients based on these piezometer levels compare well with the gradients calculated in the original design.

As anticipated, relief well flows increased along with the MCR level increase. A few areas where boils were observed are being closely monitored and studied. As expected, some modification to the underseepage control system will be required. These modifications include additional relief wells and the filtering of the bottom of some of the ditches and sloughs around the MCR.

A more detailed report summarizing the performance of the MCR will be forwarded to your office by September 30, 1986. At that time, llIAP will notify your office of the plan for cor.tinued filling of the MCR.
