Dear Mr. Martin:

In reviewing the results of Construction Appraisal Team (CAT) inspections at several nuclear facilities, we thought it would be beneficial to gain comparable insights with respect to STP.

Accordingly, we initiated a " Pre-CAT" assessment of the status of construction activities (and associated design and procedural aspects) at the STP. The actual in-plant effort lasted approximately seven weeks and was conducted by a team (the Pre-CAT Verification Team (PCVT))

consisting of ten experienced individuals (contract personnel) working under the direction of the Project Quality Assurance Division of the Houston Lighting & Power Company (HL&P) Nuclear Assurance Department. A copy of the " Final Report for STP Pre-CAT Verification," which was approved on August 8,1985, is enclosed for your information.

The Pre-CAT assessment was intended as a " readiness-review" and was based upon analysis of the activities and results of NRC CAT inspections at nine other projects. It also served to provide the Project with an opportunity to prepare itself for the types of support activities and response needs which can be expected during an NRC CAT inspection.

Each finding of the PCVT is being tracked to resolution by the Project. Each actual identified deficiency is being handled in accordance with existing Project procedures and appropriate deficiency documentation (17 NCR's and 7 SDR's). Review of the Pre-CAT results pursuant to HL&P's 10 C.F.R. s 50.55(e) procedures has identified two l potentially reportable deficiencies (reference our letters ST-HL-AE-1286 l dated June 6, 1985 and ST-HL-AE-1396 dated July 19,1985).

The final re 18, 1985, under Correspondence Serial Number (CSN) port was issued on July ST-HL-HL-34353.

A revision to the report was issued on July 22, 1985, under CSN ST-HL-HL-34370. The purpose of this revision was to replace Section C of the report (corrections) and to provide page I.54 of Section D (omission).

A second revision to the report (copy attached) was issued on August 8, 1985. The purpose of this revision was to replace the original report's Executive Summary - Section B. The replacement section corrects one technical misstatement of fact, and restates remaining statements of fact in an enhanced version.
