Dear Mr. Knighton:

On April 3, 1985, Houston Lighting & Power Company (HL&P) representatives met with members of the NRC staff to discuss the South Texas Project (STP) response to staff questions raised by the human factors review. Specifically, the responses to NRC question 620.02N were discussed. A copy of the meeting agenda and list of attendees is attached (Attachments 1 & 2 respectively).

The response to NRC question 620.02N consists of eleven parts, a through k. Responses to the subject question were sent to the NRC via letter dated February 26, 1985 (reference ST-HL-AE-1188). Part (a) of the subject question requested that information be provided on the validation program for the Emergency Operation Procedures (E0P's). HL&P committed to revise the response to part (a) to provide a commitment that the supplement to the CRDR Summary Report will provide a con-firmation that the E0P validation has been completed. This report is currently scheduled to be submitted six months prior to fuel load.

Parts (b) through (d) requested information on the CRDR System Function Task Analysis (SFTA). The HL&P response to (b)-(d) provides a summary description of the SFTA which is considered to be complete. The SFTA Report and the Executive Summary Report which was transmitted to the NRC by letter dated April 12, 1984 (reference ST-HL-AE-1080) provides the necessary information on the SFTA. HL&P emphasized that the SFTA verification activities are complete and the only effort remaining is the validation of the E0P's. HL&P believes that a second SFTA is not necessary, nor warranted. The responses to parts (e) through (g) are considered to be acceptable by the NRC. HL&P committed to revise the response to part (j) to provide reference to the checking that is being performed as part of the normal design /QA process. Parts (h), (i),
