Dear Sir:

Please find enclosed six (6) copies of the revised South Texas Project Electric Generating Station (STPEGS) Security Plan, Safeguards Contingency Plan, and Security Personnel Training and Qualification Plan. Also enclosed are Houston Lighting & Power's (HL&P's) responses to NRC comments on the Security Plan transmitted to HL&P by letter from Mr. G. W. Knighton dated February 5,1985.

The Security Plan has been revised to follow the format and content identified in NUREG 0908, " Acceptance Criteria for the Nuclear Power Reactor Security Plans" and to respond to Mr. Knighton's request for additional information. In addition, the Safeguards Contingency Plan has been removed from the Security Plan and is being carried as a separate document. The enclosed Safeguards Contingency Plan contains a response to one of the items requested by Mr. Knighton's letter and contains several editorial changes. The Security Personnel Training and Qualification Plan has been revised to reflect the format and content identified in NUREG 0576, " Nuclear Power Reactor Security Personnel Training Qualification Plan Reviewer Workbook", and NUREG 0804,

" Qualification Planning Workbook".
