Dear Dr. Murley:

I.E. Inspection Report 50-322/84-46 forwarded the results of a special inspection of Shoreham's fire protection systems. Refer-l ences 1 and 2 provided LILCO's response to this inspection report and contained several commitments that were intended to resolve the issues raised in the inspection report. The purpose of this l

letter is to explain the steps LILCO is taking to release the fire watches described in Section 9.5.2.4 of Reference 3.

As you are aware, fire watches are established at Shoreham for a variety of good reasons which include, but are not limited to, malfunctions of fire detectors, fire doors, penetration seals or fire dampers. The necessity for fire watches is based on 8601270202 860121 PDR ADOCK 05000322

,SNRC-1227 Page 2 individual task requirements in areas subject to and outside the requirements of the Shoreham Technical Specifications. The fire watches, described in Attachment 1 to SNRC-ll41 and Section 9.5.2.4 of Reference 3, were taken as compensatory measures due to fire detector density and location problems observed by the staff. .These specific compensatory measures are no longer necessary because LILCO has corrected the density and location problems by completing the installation of additional detectors an described in References 1 and 2. Furthermore, References 4 and 5 contain LILCO's request for a license amendment that l acknowledges the as-installed fire detector distribution.

At this time, LILCO intends to adopt new compensatory measures consisting of implementing the proposed Technical Specifications in anticipation of receiving the requested license amendment (References 4 and 5). Surveillance tests will be performed on these installed detectors and the action statements prescribed in the proposed Shoreham Technical Specifications will be complied with. Based upon this commitment, the need for compensatory measures due to fire detector density and location problems in the form of fire watches expires. Therefore, LILCO intends to terminate these specific fire watches.
