Attached is License Change Application #8 requesting amendment of l

Operating License NPF-82 for the'Shoreham Nuclear Power Station

(SNPS). :This amendment application is made to modify the full power (Technical Specifications (NUREG-1357,. April 1989, as amended)' that the Long Island Lighting Company -(LILCO) presently
holds /for SNPSiby deleting the Independent Safety Engineering C

Groupi (ISEG) and its associated administrative controls.

! Justification'for this License. Change, as more fully described in l

the attachment,'is based on SNPS non-operating _-and defueled

condition,-the continued costs associated with maintaining an

-j ISEG,cand the limited number of design basis accidents (DBAs) and limited' number-'of-Commission issuances and Industry operating Experience l'ssuances' applicable to SNPS in our present defueled-condition.
