. Letter 83-28, Item 2.2 Part 2 " Vendor Interface for Safety-Related Components" Shoreham Nuclear Power Station - Unit 1 Docket No. 50-322 Reft (1)' NRC (S. Brown)-letter to LILCO (J.D. Leonard, Jr.) dated December 23, 1988; subject: Safety Evaluation-for Shoreham. Nuclear. Power Station Regarding-Generic Letter 83-28 Item 2.1. (Part 2) , TAC No. 60964 ,

.i Gentlemen:

The subject Generic Letter describes a relaxation of an original

Staff position concerning vendor interface for safety-related components. This relaxation is described in~the following.

sentence quoted from the generic letter: "It is now recognized that implementing a formal vendor interface program for every i safay-related component is not practical'." Therefore, the Staff

'has-concluded and agreed with the industry position that the ,

= Vendor Equipment Technical Information Progam (VETIP) described ]

':in-the Nuclear Utility Task Action Committee (NUTAC) Report, INPO l 184-010 ~ issued March 1984, meets the intent of Generic Letter J 83-28, Item 2.2 Part 2.

The subject-Generic Letter also states that "...the Staff concludes that an adequate vendor interface program should

' include:

'(a) A program with the NSSS vendor as described in the VETIP, ,

which covers all the safety-related components within the ,

NSSS scope of supply. This program should include provisions

.for assuring receipt by the licensee / applicant of all I technical information provided by the NSSS vendor, and  ;

SNRC-1732 Page 2 (b) A program of periodic contact with the vendors of other key safety-related components not included in (a) above."

In accordance with the requested action in the subfa't Jeneric Letter, LILCO reviewed its present vendor interfe 9 pr*, gram to determine whether it conforms with the two eleme:.*s ste'./ above.

The results of our review indicate that cur vendor it,t9;te ~ e prog.am does comply with the two elements stated ebove.

The LILCO vendor interface program is contained an e. program description entitled " Vendor Manual-Control System" (PD-SD-15) and in a Nuclear Operations Corporate Policy No. 33 "Shoreham Nuclear Power Station Technical Manual Control Program." The program description references Departmental procedures which collectively address the program elements described in item (a) above. Additionally, Section 5.7.1 of PD-SD-15 addresses item (b) above by calling for yearly contact with the various vendors.

However, complete implementation of this vendor manual control system program has been indefinitely deferred due to the present plant status.

The engineering review of submitted vendor documents is performed per NED 2,07 " Vendor Technical Bulletin Review" or NED 2.09

" Review of Vendor Documents." Reference (1) contains a safety evaluation report which closes Generic Letter 83-28 Item 2.1 (Part 2) for SNPS based upon NED procedure 2.07.
