V VALVE REQUEST FOR RELIEF NO. 31 COMPONENT FUNCTION CLASS CATEGORY See Containment Isolation 1, 2 A or AC attached or 3 list TEST REQUIREMENT: Per IWV-3421, Category A valves shall be leak tested per IWV-3422 thru IWV-3427.

BASIS FOR RELIEF: Containment isolation valve leak rate testing will be conducted in accordance with Appendix J to 10CFR50. The NRC considers the Appendix J Type C test to be more limiting than the IWV-3421-3427 test; therefore, relief from paragraph IWV-3421-3427 for containment isolation valves 4 presents no reduction in safety since the intent of IWV-3421-3427 is conservatively met by the 10CFR50 Appendix J requirements.

The owner shall specify leakage rates which, when exceeded, corrective action shall be taken to repair or replace the valve. Trending of these valves will not be necessary as the Appendix J testing program conservatively assumes continued containment leakage integrity between outages by limiting Type B and C leakage to 0.6 La. This limit provides sufficient allowance for degradation 4 6s u ritiU4 gf in maintaining overall containment leakage to La or less.
