UNITS 1 AND 2 l This letter is in follow-up to a discussion held last week between representatives of the Region III Operator Licensing Branch and the Wisconsin Electric (WE) Point Beach Nuclear Plant (PBNP) Training staff. 'Ihe purpose of this letter is to solicit NRC review and approval for five students enrolled in our ongoing Senior Reactor Operator (SRO) training program to be administered SRO examinations during the week of July 26,1999.

The current initial SRO training class commenced on April 27,1998. Five of the ten potential SRO applicants enrolled in that class will not meet the six-month plant experience eligibility Wa* ion contained in NRC Information Notice (IN) 98-37, " Eligibility of Operator License Applicants," that was issued on October 1,1998.

If the expectation contained in IN 98-37 is considered to be a requirement for individuals enrolled in ongoing classes, altemative arrangements must be made within the next 30 days to enable these individuals to gain the needed six months ofplant-specific experience prior to being administered the SRO examination. In addition, ifit is necessary to, split the current SRO license class, a second SRO initial license examination must be administered by your office. This examination would tentatively need to be scheduled for January 2000.

Based upon our conversation with your office, it is our understanding that the six-month plant experience expectation will be enforced for future initial licensing classes; however, there may, be discretion applied by the Operator Licensing Branch when NRC considers the plant-specific experience of SRO applicants currently enrolled in licensed operator training programs.

We are requesting that approval be granted to allow these five individuals the opportunity to be administered the initial SRO license examination next July because they were enrolled in our SRO training program prior to the issuance ofIN 98-37. ,

1 l In addition, it was our understanding that Region III may have personnel available to write the planned initial SRO license examination. If this is the case, PBNP would welcome the opportunity to work with your office in preparing the examination.
