REQUEST FOR OPERATOR LICENSING EXAMINATION WAIVER

Dear Mr. Reddemann:

In your letter (NPL 98-0862) dated October 20,1998, you indicated that five individuals currently enrolled in your initial licensed operator training program did not meet the expectations contained in our information notice, IN 98-37. We understand that you are requesting a waiver of the six-month plant experience eligibility expectations such that all of the applicants will be allowed to participate in the July 1999 licensing examination.

A waiver is granted for each of the five applicants specified in your letter. The applicants will be allowed to participate in the scheduled NRC-administered examination provided they meet the other eligibility expectations. An applicant who successfully passes all portions of the licensing examination will not be issued a license until all of the experience eligibility expectations have been met. This waiver is being granted on a special case basis, in regards to your commencement of a licensing class prior to the issuance of IN 98-37. Please note that any future applicants will be expected to meet all of the experience eligibility expectations prior to entry into your training program and issuance of their license applications.

In addition, we have reviewed your letter (NPL 98-0609) dated July 20,1998, which disagreed with our characterization of your staff meeting eligibility requirements. However, based on discussions between Mr. Melvyn Leach of my staff and Mr. Thomas Anderson of your staff, we understand that subsequent to the issuance of IN 98-37 your perspective had changed and you now recognize the eligibility position described in the Information Notice.

As mutually agreed upon with Region 111, NRC examiners will develop and administer the scheduled examination. A member of your training department will be contacted, approximately 120 days prior to the scheduled administration date, to arrange the delivery of needed reference material for examination development. In accordance with our current practice, your staff will be allowed to review and provide comments on the examination material prior to its administration.
