Since the annual review was completed in January for SP-3605-0075, Operations Security Plan for Centrus Energy Corp. Headquarters, the changed pages for this security plan were submitted under ACO 24-0012 and remains unchanged.

These additional changes were previously reviewed in accordance with 10 CFR 70.32 and 10 CFR 95.19 and were determined not to decrease the effectiveness of the Security Plans/Program and are non-substantive changes.

Description of Change: Revised SP-3605-0075 to reflect changes in 18.6.4. 18.7, and 19.0 Headquarters personnel, clarify Sections 1.0, and 3.0 through 9.0; and made grammatical and formatting changes throughout.

Revised SP-3605-0045 to reflect changes in Headquarters personnel; add the commitment to ensure every five years, the Licensee updates the NRC facility clearance by submitting a complete security Standard Practice Procedures_ Plan or a certificate that this plan is fully current; clarify access to common areas of the building during business hours and egress after normal business hours; remove physical descriptors of the building and clarify Rooms 8045 and 8049; add information to address Foreign Ownership, Control or Influence mitigation; clarify the use ofForm SF 701, Activity Security Checklist; clarify training records retention; remove reference to the TEMPEST Plan and add reference to SP-3605-0075; clarify retrieval of information following suspension or revocation of access authorization; and made grammatical and formatting changes throughout.

Amended: A discrepancy was self-identified, where two marked up pages for SP-3605-0045 had been inadvertently misplaced from the final approved change evaluation package; therefore, were not previously included within Revision 8 ofSP-3605-0045 issued in February 2024. Revision 9 ofSP-3605-0045 includes those previously approved missing changes. The original change evaluation review and approval was not impacted by this administrative error.
