APPROVAL OF AMERICAN CENTRIFUGE OPERATINGS LICENSE AMENDMENT REQUEST TO REVISE ITS INFORMATION SYSTEM SECURITY PLAN (ENTERPRISE PROJECT IDENTIFIER L-2023-LLA-0147)

By letter dated October 19, 2023 (Agencywide Documents Access and Management System

[ADAMS] Accession No. ML23296A040), American Centrifuge Operating, LLC (ACO), a wholly owned subsidiary of Centrus Energy Corp., requested review and approval of proposed changes to the ACO national security systems described in (1) SEC-18-0002 American Centrifuge Operating, LLC (ACO) Information System Security Plan (ISSP) for Oak Ridge, TN, Piketon, OH, and Bethesda, MD, and (2) SP-3605-0043 American Centrifuge Operating, LLC Classified Distributed Control System (DCS) Information System Security Plan (ISSP) in Piketon, OH.

The U.S. Nuclear Regulatory Commission (NRC) staff has completed its review of the October 19, 2023, request. The details associated with the review are documented in the enclosed non-public safeguards evaluation report. As part of this licensing action, License Conditions (LC) 10.t and 10.z have been modified to incorporate, in the enclosed license, the application submitted on October 19, 2023. With this license amendment, the NRC is also deleting LC 29 which is no longer applicable as the Category II physical security and material control and accountability operational readiness reviews by the NRC for the high-assay low-enriched uranium program have been completed and ACO has demonstrated adequate compliance with NRC requirements for possessing Category II special nuclear material (ML23261A587).

In accordance with Title 10 of the Code of Federal Regulations, Part 2 of the NRCs Agency Rules of Practice and Procedure, a copy of this letter and enclosure 3 will be available electronically for public inspection in the NRC Public Document Room (PDR), or from the Publicly Available Records component of the NRCs ADAMS. The PDR is open by appointment only. You may submit your request to the PDR via email at PDR.Resource@nrc.gov or call 1-800-397-4209 between 8:00 a.m. and 4:00 p.m. (EST), Monday through Friday, except Federal holidays.

Enclosures 1 and 2 transmitted herewith contain sensitive security related information.
