Dear John Lubinski:

In a~cordance with Section 1.2 of the Fundamental Nuclear Material Control Plan (FNMCP) for the American Centrifuge Lead Cascade Facility (LCF), Section 1.3 of the FNMCPs for the American Centrifuge Plant (ACP), and 10 Code of Federal Regulations (CFR) 70.32(c)(2)(ii),

American Centrifuge Operating, LLC (ACO) hereby submits to the U.S. Nuclear Regulatory Commission (NRC) a description of change as Enclosure 1 of this letter, which applies to the following documents:

• NR-3605-0005B, Addendum 1 of the Fundamental Nuclear Material Control Plan for the American Centrifuge Plant - HALEU Demonstration

• NR-3605-0005C, (U) Program for Precluding and Detecting Unauthorized Production/

Enrichment and Diversion Activities for the HALEU Demonstration

The changes noted in Enclosure 1 have been reviewed in accordance with 10 CFR 70.32 and have been determined not to decrease the effectiveness of the FNMCPs.

Description of Change: Revised NR-3605-0005B to correct the reporting for '

Nuclear Material Control and Accountability. Revised LA-2605-0001, LA-3605-0001, and NR-3605-0005C to address the staffing levels for the minimum Shift Crew Composition for the HALEU Demonstration. Additionally, revised NR-3605-0005C to remove the tamper indicating devices requirements for an access point; clarify security personnel patrols to align with SP-3605-0041; and made formatting and grammatical changes throughout.

Reason for the Change: Clarify licensing documentation.

Description of Change: Revised Section 2.1.9 of LA-2605-0001 and LA-3605-0001, as well as Section 11.3.4 and Table 11.3 of NR-2605-0005C to correct administrative errors found in the changes made to the minimum Shift Crew Composition under Revision 0 of this Change Evaluation.

• Reason for the Change: Correct errors noted in the previously approved licensing documentation.
