Dear John Lubinski :
The purpose of this letter is to request in accordance with IO Code of Federal Regulations (CFR) 70.34 and 70.65 the U.S. Nuclear Regulatory Commission (NRC) review and approve the proposed amendment for American Centrifuge Operating, LLC's (ACO) License Application and Supporting Documents for the American Centrifuge Plant (ACP) in Piketon, Ohio (Materials License SNM-2011).
On November l 0, 2022, the U.S. Department of Energy (DOE) announced an approximately $150 million cost-shared award to ACO, a subsidiary of Centrus Energy Corp., to complete and operate a cascade of 16 centrifuges to produce high-assay low-enriched uranium (HALEU) which is used in many of the advanced reactor designs under development.
This new performance-based contract has three phases. ACO anticipates completion of the Base Contract (Phases I and 11) by June 30, 2025; therefore, ACO requests NRC to amend the license to account for the continued Phase III operations.

Enclosure 6 provides the proposed changes to LA-3605-0003, Integrated Safety Analysis Summary for the American Centrifuge Plant. Enclosure 7 provides the proposed changes to NR-3605-0005, Fundamental Nuclear Material Control Plan for the American Centrifuge Plant. Enclosure 8 provides the proposed changes to SP-3605-0041, Security Plan for the Protection of Class[fied Matter at the American Centrifuge Plant in Piketon, Ohio. Enclosure 9 provides the proposed changes to SP-3605-0042, Security Plan for the Physical Protection of Special Nuclear Material at the American Centr[fuge Plant in Piketon, Ohio. Proposed changes are noted in tracked changes with revision bars in the right-hand margin.
Enclosures 4, 5, 6, 7, 8, and 9 contain Security-Related Information. Therefore, ACO requests these enclosures be withheld from public disclosure pursuant to 10 CFR 2.390( d)( 1 ). Additionally,, 7, and 8 have been determined, in accordance with the guidance provided by the U.S.
Department of Energy, to contain Export Controlled Information and must be protected from disclosure per the requirements of 10 CFR Part 810. Finally, Enclosures 6 and 7 also contains Proprietary Information and ACO requests these enclosures be withheld from public disclosure pursuant to 10 CFR 2.390(a)(4). An affidavit required by 10 CFR 2.390(b)(l)(ii) is provided as 0.
After the NRC staff has had an opportunity to review the enclosures, ACO is available to supp01t a discussion with the NRC to address any questions or clarify issues. ACO respectfully requests NRC complete their review and final approval on or before June 23, 2025, to support continued HALEU operations under the DOE HALEU contract.
