Dear Tara Inverso,

In accordance with Confirmatory Order EA 018 (Reference 1), American Centrifuge Operating, LLC (ACO) committed that within 15 months from the date of the Confirmatory Order, ACO would submit to the U.S. Nuclear Regulatory Commission (NRC) for approval, a revision to the Oak Ridge, Tennessee and Piketon, Ohio Standard Practice Procedure Plans to reflect the commitments contained within Sections A -D of EA 018. Therefore, proposed changes for the following security plans arebeing submittedto the NRC for review and approval :

• SP-3605- 0041, Security Plan for the Protection of Classified Matter at the American Centrifuge Plant

• NR-SP-ACO-OR-0001, Security Program for American Centrifuge Operating, LLC at Oak Ridge, Tennessee

• 331-06-161, American Centrifuge Program Operations Security Plan - Piketon, Ohio provides a detailed description, justification, and ACO's significance determination for the proposed changes. Enclosure 2 provides the proposed changes to SP-3605-0041. provides the proposed changes to NR-SP-ACO-OR-0001. Enclosure 4 provides the proposed changes to 3 31-06-161.

The proposed changes to the security plans were determined not to decrease the effectiveness of the Security Programs/Plans in accordance with 10 Code of Federal Regulations (CFR) 70.32 and 95.19; however, are being submitted to the NRC for prior review and approval in accordance with Reference 1. Proposed changes from the previously submitted security plans are noted in tracked changes along with revision bars in the right-hand margin.

Enclosures 1, 2, 3, and 4 contain Security-Related Information and ACO requests these enclosures be withheld from public disclosure pursuant to 10 CFR 2.390(d)(l). Additionally, Enclosure 2 has been determined, in accordance with the guidance provided by the U.S. Department of Energy, to contain Export Controlled Information and must be protected from disclosure per the requirements of 10 CFR Part 810.

After the NRC staff has had an opportunity to review the enclosures, ACO is available to support any needed discussions to address questions or clarify issues. ACO respectfully requests NRC complete their review and approval on or before September 23, 2024, to ensure compliance with Reference 1.
