The Lead Cascade operated from 2007 to 2016. On March 2, 2016 [ML16074A405 / ACO 16-0010], American Centrifuge Operating, LLC (ACO), notified the U.S. Nuclear Regulatory Commission (NRC) of the decision to permanently cease operation at the American Centrifuge Lead Cascade Facility (Lead Cascade) and to terminate the Lead Cascade Materials License (SNM-7003) following decontamination and decommissioning activities. The Licensee's decision came on February 19, 2016, to permanently cease operation at the Lead Cascade.
On December 23, 2016 [ML16330A249], NRC approved the removal of "enrichment" from the authorized uses of NRC-regulated materials at the Lead Cascade and subsequently removed ACO's 10 CFR Part 171 annual fee.
On August 7, 2018 [ML18192B590 / ML18192B477], NRC issued an amendment to the Lead Cascade materials license approving DP-2605-0001, Decommissioning Plan (DP) for the American Centrifuge Lead Cascade Facility. All decommissioning activities were completed as described in the DP. All classified matter was shipped off-site for burial at an approved DOE classified burial site;-retumed to DOE for further disposition; sent to the ACO's Technology and Manufacturing Center in Oak Ridge, Tennessee; or appropriately destroyed.
As discussed within the NRC approved DP-2605-0002, Final Status Survey Report for the American Centrifuge Lead Cascade Facility Decommissioning Project in Piketon, Ohio,
[ML18145A127 / ML19228A096] the Lead Cascade decommissioning efforts began in the first quarter of 2017.
Packaging and shipping activities associated with the classified and/or contaminated waste were completed over a ten-month period which began in March 2017. The final shipment to the Nevada National Security Site (NNSS) was completed in December 2017.
Contaminated equipment and piping installed in the Lead Cascade was removed, containerized, and shipped to NNSS. After contaminated items were removed, the areas were cleaned and the survey plan commenced. ACO conducted a final status radiological survey as described in the DP. The survey results demonstrated that the Lead Cascade areas meet the radiological criteria for unrestricted use in 10 CFR 20.1402 and the more restrictive Lead Cascade License Application limits.
During May 21-25, 2018, Oak Ridge Institute for Science and Education (ORISE) performed an independent confirmatory survey at the Lead Cascade in Piketon, Ohio. On August 16, 2018 (RFTA No.18-006; DCN 5326-SR-01-0 American Centrifuge Survey Report) [ML19063A994],
ORISE issued the final survey summary and results.
On August 23, 2018, NRC completed an onsite inspection. The purpose of the inspection was to determine whether decommissioning activities were conducted safely and in accordance with NRC requirements. During the inspection, the NRC inspector with the assistance of ORISE performed
independent confirmatory surveys of selected areas within the Lead Cascade Facility. Based upon the results of this inspection, no violations of NRC requirements were identified. On September 12, 2018, NRC Inspection Report No. 07007003/2018001 (DNMS) American Centrifuge Operating, LLC, Lead Cascade Facility [ML18260A122], was issued.
2d. Acknowledgment of receipt of the material by transfer or by disposal site is attached:
All NRC regulated material was disposed of at an approved U.S. Department of Energy (DOE) classified burial site (i.e., DOE Nevada National Security Site) or transferred to DOE as discussed in the response to NRC Form 314, question 2a.
[ML18249A298] ACO 18-0024 was submitted to the NRC on April 19, 2018. Enclosure 1 of this letter provided the YGO inventory report from the Nuclear Materials Management and Safeguards System (NMMSS). YGO is the Reporting Identification Symbol within NMMSS identifying nuclear materials in ACO's possession under the Lead Cascade materials license. This inventory report reflected that there was no nuclear material in ACO's possession under the Lead Cascade NRC materials license. Additionally, Enclosure 2 of this letter provided the acknowledgment of the transfer of radioactive source and byproduct material calibration sources.
