UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 MEMORANDUM TO:

Samantha Lav, Chief Fuel Facility Licensing Branch Division of Fuel Management Office of Nuclear Material Safety and Safeguards FROM:

SUBJECT:

SUMMARY

OF MEETING ON MARCH 18, 2024, WITH TRISO-X LLC, TO ALIGN ON DRAFT SET 8 REQUESTS FOR ADDITIONAL INFORMATION REGARDING THE INTEGRATED SAFETY ANALYSIS, (ENTERPRISE PROJECT IDENTIFIER L-2022-PMP-0005)

The U.S. Nuclear Regulatory Commission (NRC) hosted a closed Microsoft Teams meetings with TRISO-X, LLC (TRISO-X) on March 18, 2024, from 2:00 p.m. until 4:00 p.m. The purpose of the meeting was to ensure mutual understanding and provide opportunity for clarifications of the tenth programmatic integrated safety analysis summary draft request for additional information (RAI), which was subsequently finalized and issued on March 25, 2024 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML23354A165). The RAI is entitled Likelihood definitions and Title 10 of the Code of Federal Regulations Section 70.61 compliance evaluations for natural phenomena hazards (NPH). The TRISO-X original application was received April 5, 2022 (ML22101A200) and was supplemented by letters dated October 13, 2022 (ML22286A144) and November 4, 2022 (ML22308A251). A draft of the RAI was shared with TRISO-X on February 8, 2024, but the alignment meeting was postponed till March to allow the TRISO-X staff to focus on the submittal of the electrical/digital I&C supplement on February 29, 2024 (ML24060A239).

During the meeting, TRISO-X provided feedback that the wording of the issue section of the RAI regarding the definition of unlikely was too narrowly defined and the NRC staff agreed to revise the language to allow TRISO-X more flexibility in resolving the item.

TRISO-X asked several clarifying questions about the level of detail they should provide regarding the definition of unlikely for NPH in the RAI response. The NRC staff stated that TRISO-X appeared to be moving in the right direction for resolving the RAI based on several previous technical discussions, but the NRC staff also needed the complete definition to be submitted in writing. No clarification for the RAI text was needed.

Based on the one change to the draft RAI described above, TRISO-X confirmed the RAI was clear and that TRISO-X believed that a response could be provided within 30 days of issuance.

A list of participants is provided as an Enclosure.
