SUMMARY

OF MEETING ON SEPTEMBER 9, 2024, WITH TRISO-X, LLC, TO DISCUSS RESPONSES TO THE HYDROLOGY REQUESTS FOR ADDITIONAL INFORMATION (ENTERPRISE PROJECT IDENTIFIER L-2022-PMP-0005)

The U.S. Nuclear Regulatory Commission (NRC) staff conducted an open Microsoft Teams meeting with TRISO-X, LLC (TRISO-X) on September 9, 2024, from 1:00 p.m. until 2:00 p.m. to discuss their hydrology program. The purpose of the meeting was to discuss TRISO-Xs response to the hydrology requests for additional information (RAIs) that were submitted via letter dated November 8, 2023 (Agencywide Documents Access and Management System

[ADAMS] Accession No. ML23312A338) and to identify if additional information is needed by the technical staff. The TRISO-X original application was received April 5, 2022 (ML22101A200

- package) and was supplemented by letters dated October 13, 2022 (ML22286A144 -

package), November 4, 2022 (ML22308A251 - package) and February 29, 2024 (ML24060A239).

The purpose of the meeting between the NRC staff and TRISO-X is to discuss the hydrology RAIs, as summarized below.

The meeting involved additional discussion on the following open hydrology RAIs:

RAI 3 - Volumetric Runoff Rate, Parts 1 and 2 RAI 4 - Hydrology - Runoff Water Quality.

The NRC staff requested to review additonal data on the expected annual runoff volume from the TRISO-X parking lots and structures. TRISO-X indicated that this has not been calculated.

TRISO-X proposed revising Chapter 1 of the license application to address the NRC staff comments about the expected annual runoff volume. TRISO-X indicated there were additional supplemental information they would provide on the portal to clarify their response. After discussions regarding RAI 3, the NRC staff agreed the proposed additional information would resolve the issue.

With regard to RAI 4, the NRC staff requested clarification on the statement from TRISO-X that the water discharged from the buildings and parking lots would result in lower overall water to be discharged to the natural drainage area on the site. TRISO-X clarified that the water would flow to a hold up area and then flow out at a specific rate, which would be lower than the flow rate for the natural area. The NRC staff also expressed concern about the flow of surface water directly to karst feature could introduce contaminants directly into the ground water with no filter through the sub-soil. TRISO-X clarified the water outlet from the holdup area flows some distance across the ground before reaching the karst feature. The time in the holdup area and flow to toward the karst feature would allow significant time for the water to filter through the soil.

They also indicated TRISO-X will meet the states ground water permit. The NRC staff developing the environmental impact statement indicated that they verified the State took into consideration the existence of the karst feature when issuing the ground water permit. TRISO-X indicated that future construction will have an impact on runoff and the flow of water on the site (i.e., interrupted flow of water to the unsaturated zone due to constructed features on the site).
