SUMMARY

OF MEETING ON OCTOBER 31, 2024, WITH TRISO-X, LLC, TO DISCUSS RESPONSES TO THE CHEMICAL SAFETY REQUESTS FOR ADDITIONAL INFORMATION (ENTERPRISE PROJECT IDENTIFIER L-2022-PMP-0005)

The U.S. Nuclear Regulatory Commission (NRC) staff conducted an open Microsoft Teams meeting with TRISO-X, LLC (TRISO-X), on October 31, 2024, from 1:30 p.m. until 3:30 p.m. to discuss their chemical safety program. The purpose of the meeting was to discuss technical clarifications related to the chemical safety portion of the TRISO-X license application related to the NRC request for additional information (RAI) issued via letter dated October 10, 2023 (Agencywide Documents Access and Management System Accession No. ML23265A264).

TRISO-X provided their responses to the RAIs via letter dated December 9, 2023 (ML23343A002), in which TRISO-X adequately addressed RAIs 1-8, and 10. This call was to discuss further technical details regarding RAI-9, Low estimates of indoor chemical concentration, methodology.

The TRISO-X original application was received April 5, 2022 (ML22101A200 - package) and was supplemented by letters dated October 13, 2022 (ML22286A144 - package), November 4, 2022 (ML22308A251 - package), and February 29, 2024 (ML24060A239).

This is meeting is a follow-up meeting from a technical discussion that was held with TRISO-X on October 21, 2024, to discuss consequence analysis, receptors in the large room of the TRISO-X facility, and the calculations that were provided by TRISO-X since the last meeting and is summarized below.

TRISO-X presented an example of a liquid spill scenario of a portion of the wet chemistry room which covers the TRISO-X uranium dissolution operation, the TRISO-X gelation operation and the TRISO-X liquid recovery operations.

The discussion focused on a method which assumed instantaneous release of different quantity accompanied by instantaneous dilution of the release quantity through the available room volume.

The NRC staff provided feedback during the meeting that this methodology appears reasonable for estimating hazardous material concentrations that a worker near the release point would experience.

The NRC staff requested TRISO-X provide an example scenario that describes the assumptions that were used and how the parameters might change for different accidents.

TRISO-X indicated that they could provide this and are currently developing calculations to explain.

TRISO-X proposed providing calculations for a gas leak example and a powder spill example.

The NRC staff agreed that these would be helpful and requested that TRISO-X documented their methodology so the staff could use this documentation as a commitment of TRISO-Xs general approach on how TRISO-X develops specific parameters for a specific analysis.

TRISO-X proposed providing an additional methodology documentation for the additional calculations provided during this discussion of the dynamic analysis. TRISO-X indicated that they would provide this on the portal.

The next meeting is scheduled for November 7, 2024, to discuss the other two examples: a gas leak example and a powder spill example.
