SUBJECT:

SUMMARY

OF JUNE 25, 2025, MEETING TO PROVIDE CLARITY ON DRAFT CRITICALITY REQUESTS FOR ADDITIONAL INFORMATION FOR THE TRISO-X, LLC, LICENSE APPLICATION (ENTERPRISE PROJECT IDENTIFIER L-2022-PMP-0005)

The U.S. Nuclear Regulatory Commission (NRC) staff conducted a closed Microsoft Teams meeting with TRISO-X, LLC (TRISO-X), on June 25, 2025, from 4:00-5:00 p.m. to discuss the criticality safety review for the license application. The application for a new fuel fabrication facility located in Oak Ridge, Tennessee was submitted via letter dated April 5, 2022 (Agencywide Documents Access and Management System (ADAMS) Accession Number ML22101A200) and supplemented by letters dated October 13, 2022, (ML22286A144) and November 4, 2022, (ML22308A251) and revised license application submitted by letters dated December 30, 2024, (ML24365A254) and January 31, 2025, (ML25031A449).

The purpose of the meeting was to ensure mutual understanding of the draft criticality requests for additional information (RAIs) related to the TRISO-X license application. The discussion focused on clarifying specific RAIs to ensure TRISO-X understood the NRC's requests.

TRISO-X provided several clarifications on the text of the RAIs to improve clarity of the request.

They identified information in the application that resolved one of the draft RAIs. They identified several editorial changes to improve clarity. They pointed out that several RAIs did not specify if the response should be incorporated into the license application, integrated safety analysis summary, or in the RAI response letter. The NRC staff committed to update the draft RAIs to specify the licensing documents that should be updated. Additional technical clarifications are summarized in the non-public enclosure.
