Enclosure 1 TRISO-X Regional Trip Report for the Week of May 19, 2025 During the integrated safety analysis horizontal and vertical slice review meetings May 20 and 21, 2025, the U.S. Nuclear Regulatory Commission (NRC) staff from Region 2 met with TRISO-X, LLC (TRISO-X) representatives to discuss construction milestones for the proposed facility.

TRISO-X stated they are in the process of identifying a general contractor for the project, and they anticipate a selection in the near future. TRISO-X indicated the project construction duration to last 2 years unless otherwise specified by the future constructor. They stated the 1st phase will begin with the building shell and utilities, while the 2nd phase will include installation of safety systems and components. TRISO-X envisions the same constructor will oversee the entire project for installation of safety structures, systems and components, but TRISO-X reserves the option to remain flexible, if necessary.

The NRC staff requested a copy of the safety-related construction schedule and milestones but emphasized to TRISO-X that providing a construction schedule was not a requirement of the regulations. Regional staff emphasized the construction schedule will facilitate open communications regarding construction activities and milestones. The interactions would greatly assist the NRC with efficient and timely use of inspection resources throughout the project.

TRISO-X agreed to increase regional inspection communications once safety-related construction activities begin. Those activities are anticipated for early to mid-2026.

The NRC staff indicated that at least eight construction inspections are estimated for the 2-year project schedule with two or three inspectors performing inspections per quarter. The NRC staff told TRISO-X that the Region staff anticipate flexibility with resources/inspections as the construction schedule will be fluid and may change over time. TRISO-X was also informed that the construction inspections do not include reviews of building structures, or process buildings.

They also do not include the operational readiness reviews, which will happen during start-up and functional testing of the facility.

The NRC staff also requested another meeting once the general contractor is selected and the construction schedule and milestones are more finalized. TRISO-X agreed and proposed an additional meeting once Inspection Manual Chapter (IMC) 2694, and Inspection Procedures (IPs) 88201 and 88202 are issued. TRISO-X is aware IP 88200 was recently issued. TRISO-X requested a chance to review the revised IMC and IPs prior to the next meeting. Both parties agreed to meet during late July or early August of 2025.

Regional staff also visited the construction site and observed the ongoing site preparation and earthwork. TRISO-X indicated site preparation should be completed by the 4th quarter of calendar 2025.
