TRIP REPORT FOR INSPECTION SCOPE AND CONSTRUCTION SCHEDULE MEETING HELD ON AUGUST 5, 2025, WITH TRISO-X, LLC (ENTERPRISE PROJECT IDENTIFIER L-2022-PMP-0005)

The U.S. Nuclear Regulatory Commission (NRC) conducted a construction scheduling meeting at the TRISO-X, LLC (TRISO-X) site on August 5, 2025.

The focus of this inspection scope and construction scheduling site visit was to discuss:

NRC construction inspection manual chapters (IMC) and inspection procedures (IP)

Construction inspection scope and principal inspection plan (PIP)

Construction updates and schedule Construction responsibilities and management TRISO-X signed a contract with Clark Construction to construct the TX-1 manufacturing building with construction activities set to mobilize in September 2025. Clark construction is currently developing a more detailed schedule along with final construction drawings for the facility that should be available in the third quarter of 2025. TRISO-X projects a completion date for the TX-1 building shell for June 2026. The TX-2 manufacturing building is projected to not start construction until after TX-1 is authorized for production.

The estimated date for TRISO-X license approval is May 2026. Region II staff explained to TRISO-X that all construction prior to license approval is considered construction at risk and IMC 2694 describes the criteria that governs those activities and agency expectations. In addition, any exemptions would not be considered approved until the license is granted. TRISO-X acknowledged they will proceed at risk until the license and any exemptions are granted.

Region 2 staff also explained that a PIP may need to be developed for the at risk portion of construction activities as well as the timeframe after the approved license. Estimated completion for all site structures is projected for mid-2027. TRISO-X explained to the Region from a high level how they would monitor construction for quality and how items relied on for safety (IROFS) would be designed, procured, installed, tested, and accepted.

Region 2 staff discussed IMC 2694, inspection procedures (IPs) 88200, 88201 and provided a status of IP 88202. Regional staff also described how the PIP will be developed as described in IMC 2694, Appendix C, Principal Inspection Plan Creation. Regional staff explained that the PIP and the IROFS will be shared with TRISO-X during construction activities. In addition, staff discussed the goal of inspection is to credit some portions of the construction inspections towards completion of the operational readiness review to build in efficiency and lessen overlap and redundancies during the inspection oversight process. Finally, staff stressed the importance of a strong safety conscious work environment (SCWE) and culture during construction activities. Staff explained that TRISO-Xs early efforts in establishing a strong SCWE are a good predictor of quality for construction activities involving significant safety items such as IROFS which are needed to perform their intended safety function as required by TRISO-X license commitments and regulations.

At the conclusion of the meeting, the NRC staff exited the meeting, satisfied they obtained the information requested. Region 2 staff will meet with TRISO-X again at the beginning of the fourth quarter to further discuss TRISO-X construction schedule, and regional inspections.
