OF MEETING ON OCTOBER 17, 2024, WITH TRISO-X, LLC, TO DISCUSS THE TRISO-X, LLC RESPONSE TO THE STRUCTURAL REQUESTS FOR ADDITIONAL INFORMATION (ENTERPRISE PROJECT IDENTIFIER L-2022-PMP-0005)

The U.S. Nuclear Regulatory Commission (NRC) staff hosted a closed Microsoft Teams meeting with TRISO-X, LLC (TRISO-X) on October 17, 2024, from 1:00 p.m. until 3:00 p.m. The purpose of the meeting was to discuss the draft supplemental responses from TRISO-X to the NRC staff to resolve requests for additional information (RAIs) issued via letter dated November 17, 2023 (Agencywide Documents Access and Management System [ADAMS]

Accession No. ML23313A110). TRISO-X provided their initial responses to the RAIs via letter dated December 15, 2023 (ML23349A208), which did not resolve the RAIs.

This meeting involved discussion of the response for Structural RAI 22, (Building) Risk Category. It continues discussions from meetings held on January 24, 2024 (ML24030A847),

April 9, 2024 (ML24102A180), June 27, 2024 (ML24206A077), and August 27, 2024 (ML24255A320).

The purpose of this meeting was for TRISO-X to provide feedback on their plans to submit a supplement to resolve the Structural Methodology 2-2, (Building) Risk Category. TRISO-X provided slides to the NRC staff on October 15, 2024. The slides proposed a new approach to satisfy the performance requirements of Title 10 of the Code of Federal Regulations (10 CFR)

§70.61 and 70.64.

The structural high impact technical item appears to be resolved by the proposed the use of the American Society of Civil Engineers (ASCE) 7 with building risk category (BRC) IV.

The NRC staff thinks this is a reasonable, risk-informed application of ASCE 7, which does not define a risk categorization for facilities with radioactive materials.

TRISO-Xs use of ASCE 7 with BRC IV is consistent with how other NRC facilities have, on a case-by-case basis, demonstrated compliance with the baseline design criteria in 10 CFR 70.64 and, if applied properly, would appropriately account for the risks associated with the TRISO-X facility.

During discussions with regard to not designating buildings as items relied-on for safety, there was some disagreement by the NRC staff that would be further discussed during future meetings. There will be future discussions with regard to the regulatory pathway and compliance to 10 CFR 70.61, 10 CFR 70.62, and 10 CFR 70.64.

The NRC staff indicated that the structural supplement from TRISO-X is due November 1, 2024.

TRISO-X indicated that the integrated safety analysis updates will be included in the December supplement.
