Meeting Summary:
On October 24, 2023, the U.S. Nuclear Regulatory Commission (NRC) staff held a public meeting where TerraPower provided the NRC staff with an overview of the socioeconomic characteristics of the proposed Natrium demonstration reactor on the Kemmerer, Wyoming, region. This provided the NRC staff with an understanding of the baseline environment in which anticipated impacts of construction and operation from the Natrium will occur. Participants included representatives from TerraPower, Bechtel, Tetra Tech, and members of the general public. The NRC staff conducted the meeting in accordance with NRC Management Directive 3.5, Attendance at NRC Staff-Sponsored Meetings (ML21180A271).
The NRC staff began with introductions, described the meeting intent, and stated that the meeting was an observation-type public meeting. TerraPower gave an overview of the Natrium design including a discussion of project goals, plant overview, and graphics explaining the design. The TerraPower team then discussed the Kemmerer, Wyoming, Natrium demonstration reactor project vicinity and region, the relevant regulations and guidance related to the project, and described the determination process for the economic region of consideration. The presentation then focused on the potential environmental effects related to the project (e.g.,
wastewater impact, housing) including the potential impacts of construction and operation.
Lastly, the TerraPower team discussed mitigating actions to offset the potential impacts.
TerraPower representatives and the NRC staff discussed the next steps for future interactions regarding the Natrium reactor design. The NRC staff expects to review a draft of the environmental report as part of a forthcoming preapplication readiness assessment.
No regulatory decisions were made as a result of this meeting.
