J. Proffitt On November 9, 2022, the NRC staff held a partially closed public meeting with TerraPower to provide the NRC staff with an overview of the Instrumentation and Control (I&C) Systems and cybersecurity for the Natrium design. Participants included representatives from TerraPower, General Electric Hitachi, Bechtel, Duke Energy, and members of the general public. The enclosure provides the list of meeting attendees.
The NRC staff began the meeting with an introduction and explained that a portion of the meeting would be closed to the public to discuss proprietary information. During the public portion of the meeting, TerraPower provided an overview of the Natrium Instrumentation and Controls (I&C) regulatory framework, how the framework mapped to the I&C Design Review Guide: Instrumentation and Controls for Non-Light-Water Reactor (Non-LWR) Reviews and IEEE Std. 603-2018. TerraPower representatives discussed the Preliminary Safety Analysis Report (PSAR) structure for the I&C systems. TerraPower described how the PSAR content regarding I&C will deviate from the NEI 21-07, Technology Inclusive Guidance for Non-Light Water Reactor: Safety Analysis Report Content for Applicants Using the NEI 18-04 Methodology, Revision 1 format and instead use an alternative I&C regulatory framework which achieves greater alignment with the NRC I&C Design Review Guide. TerraPower also described how NEI 18-04, Risk-Informed Performance-Based Technology Inclusive Guidance for Non-Light Water Reactor Licensing Basic Development, as endorsed by Regulatory Guide (RG) 1.233, Guidance for a Technology-Inclusive, Risk-Informed, and Performance-Based Methodology to Inform the Licensing Basis and Content of Applications for Licenses, Certifications, and Approvals for Non-Light Water Reactors, is used to develop the Natrium design and safety case. At the end of the presentation, the public had an opportunity to ask the NRC staff questions.
During the closed portion of the meeting, TerraPower provided additional details related to the I&C Systems and cybersecurity for the Natrium design. TerraPower representatives and the NRC staff discussed the next steps for future interactions regarding the Natrium Reactor design.
