OF THE MAY 25, 2022, PRE-APPLICATION PUBLIC MEETING BETWEEN TERRAPOWER, LLC AND THE U.S. NUCLEAR REGULATORY COMMISSION STAFF TO DISCUSS THE TESTING PLAN AND METHODOLOGY FOR THE NATRIUM REACTOR (EPID NO.: L-2021-LRM-0071)

On May 25, 2022, the U.S. Nuclear Regulatory Commission (NRC) staff held an observation public meeting with TerraPower, LLC (TerraPower) to provide the NRC staff with an overview of the testing plan and methodology that will be used for TerraPowers Natrium Reactor. The meeting notice is available at the Agencywide Documents Access and Management System at Accession No. ML22129A043. The public and redacted presentation slides for the meeting can be found at ML22132A152. Participants included representatives from TerraPower, the U.S.

Department of Energy, General Electric Hitachi, Bechtel, Duke Energy, PacifiCorp, and members of the general public. The enclosure provides the list of meeting attendees.

The NRC staff began the public meeting with an introduction and explained that the meeting was an observation meeting. During the meeting TerraPower representatives provided the NRC staff with an overview of the testing plan and methodology that will be used for the Natrium Reactor. The NRC staff also explained that a portion of the meeting would be closed to the public to discuss proprietary information. During the public portion of the meeting, TerraPower representatives described how the Natrium testing program will meet the requirements of Title 10 of the Code of Federal Regulations (10 CFR) 50.43(e), Additional standards and provisions affecting class 103 licenses and certifications for commercial power. TerraPower representatives also presented on how testing needs are being determined for the following testing requirements: component, human interface, system reliability, nuclear performance, and system interaction. At the end of the presentation, the public had an opportunity to ask questions of the NRC staff.

Jessup During the closed portion of the meeting, TerraPower representatives presented regarding the following topics: a high-level overview of TerraPowers roadmap for testing programs, technology maturation plans, safety basis methodology testing, core mechanical verification and validation (V&V) testing, thermal hydraulic V&V testing, and test facilities. TerraPower representatives and the NRC staff discussed the next steps for future interactions regarding the Natrium Reactor design.
