Meeting Summary:

On July 11, 2023, the U.S. Nuclear Regulatory Commission (NRC) staff held a partially closed public meeting with TerraPower to provide the NRC staff with an overview of the Natrium designs proposed Specified Acceptable System Radionuclide Release Design Limits (SARRDLs), functional containment, and hypothetical accidents that would need to be considered under Title 10 of the Code of Federal Regulations (10 CFR) Section 50.34, Contents of applications; technical information. Participants included representatives from TerraPower, General Electric Hitachi, Bechtel, and members of the general public. The NRC staff conducted the meeting in accordance with NRC Management Directive 3.5, Attendance at NRC Staff-Sponsored Meetings (ML21180A271).

The NRC staff began the meeting with an introduction and explained that a portion of the meeting would be closed to the public to discuss proprietary information. During the public portion of the meeting, TerraPower gave an overview of the Natrium design including a discussion of project goals, plant overview, and graphics explaining the design. TerraPower personnel provided a general overview of SARRDLs, regulations surrounding SARRDLs, and how SARRDLs were applied in the Natrium design. The TerraPower team then explained the concept of a functional containment, how it is applied in the Natrium design, what performance criteria are associated with Natrium functional containment, and how the preliminary safety analysis report will address the functional containment approach. Finally, TerraPower staff outlined its proposed approach for analyzing hypothetical accidents to demonstrate that offsite doses are within the limits of 10 CFR 50.34.

The NRC staff asked about the source of tritium that is to be accounted for in the SARRDLs, as discussed on Slide 10. TerraPower responded that tritium is a result of ternary fission and the activation of boron used as a neutron absorber in control and shield assemblies.

Regarding the major accident examples provided on Slide 21 of the presentation, the NRC staff asked what initiator was considered for the reactivity insertion event and whether external events were considered as initiators. TerraPower replied that the event under consideration was an even core-wide increase in reactivity (such as would occur from an uncontrolled rod withdrawal). TerraPower noted that it was only considering internal events for the containment demonstration and, though external events could potentially result in a more significant reactivity insertion, these were still under development at the time of the meeting.

During the closed portion of the meeting, TerraPower provided additional details regarding SARRDLs, functional containment, and how it intends to meet the requirements under 10 CFR 50.34 for the Natrium design. The NRC staff asked questions about the functional containment boundary and assumptions regarding holdup, retention, and leakage of radionuclides in the functional containment analysis. TerraPower representatives and the NRC staff discussed the next steps for future interactions regarding the Natrium reactor design.

No regulatory decisions were made as a result of this meeting.
