In accordance with 10 CFR 50.90, Constellation Energy Generation, LLC (CEG) requested a License Amendment Request (LAR) to replace the Limerick Generating Station, Units 1 and 2 existing safety-related analog control systems with a single digital Plant Protection System (PPS) (Reference 1). NRC accepted the LAR for review on December 9, 2022 (Reference 2).
DMP LAR Supplement for LAR Attachment 2 TS Updates Docket Nos. 50-352 and 50-353 October 30, 2023 Page 2 In Reference 3, CEG communicated to NRC that the Digital Modernization Project would pivot to the Unit 2 2025 Spring Refueling Outage for first installation of the new Plant Protection System (PPS). The Reference 3 submittal letter contained a revised schedule of post-LAR supplements based on the pivot to the Unit 2 installation. Accordingly, this submittal transmits the revised proposed Technical Specification changes that evolved during the LAR Open Item (OI) Audit process.
The attachment to this letter contains only the affected Technical Specification (TS) markup pages and associated proposed clean TS pages in Reference 1, Attachment 2, as described in CEG final responses to LAR Audit Open Item (OI) Questions 105, 106 and 107. The other proposed technical specification changes submitted in Reference 1, Attachment 2 are unaffected by this supplemental letter.
Additionally, Westinghouse Electric Company (WEC) WNA-DS-04899-GLIM, Rev.3 (SyRS Rev 3), WNA-AR-01050-GLIM, Rev.3 (FMEA, Rev 3), WNA-DS-04900-GLIM, Revision 6 (SyDS Rev 6), WCAP-18598-NP, Rev. 1 (LTR Rev 1), and revised LAR Attachment 1, Section 3.9 for Automated Operator Aids, listed in the Reference 3 revised schedule, will be submitted when completed.
CEG has reviewed the information supporting a finding of no significant hazards consideration, and the environmental consideration, which was previously provided to the NRC in the Reference 1 letter. CEG has concluded that the information provided in this supplemental letter does not affect the bases for concluding that the proposed license amendments do not involve a significant hazards consideration under the standards set forth in 10 CFR 50.92. In addition, CEG has concluded that the information in this supplemental letter does not affect the bases for concluding that neither an environmental impact statement nor an environmental assessment needs to be prepared in connection with the proposed amendments.
This supplemental letter contains no regulatory commitments.
In accordance with 10 CFR 50.91, "Notice for public comment; State consultation,"
paragraph (b), CEG is notifying the Commonwealth of Pennsylvania of this supplemental letter by transmitting a copy of this letter to the designated State Official.

- Low permissive functions in current TS Table 3.3.2-2, Function 1.c (Core Spray System) and Function 2.c (Low Pressure Coolant Injection Mode of RHR), are combined in proposed TS Table 3.3.1-1 as Function 3.c, "Reactor Vessel Pressure - Low", subpart 1, "LOCA (Permissive)," and subpart 2, "Core Spray (Permissive)."
Current TS Table 3.3.2-2 lists Function 1.c and Function 2.c as Main Steam Line Flow - High and Manual Initiation. The Functions to be combined in proposed TS Table 3.3.1-1 seem to be located in current TS Table 3.3.3-1. Please provide the correct current TS Table to be referenced in D16.

Date: 8/4/2023 After review, it is agreed that the correct Tech Spec reference is TS Table 3.3.3-1 functions 1.c and 2.c. The DOC will be updated with the correct TS table reference as noted in the audit question second paragraph.
Date: 10/30/2023 submittal The Technical Specification (TS) reference for Discussion of Change (DOC) D16 on the applicable page of Discussion of Changes, TS 3/4.3.1, Plant Protection System Instrumentation Channels (page 13), has been updated and is provided in this submittal. The revised text is underlined and identified with an annotation.
Audit Question 106:
Date: 7/14/2023 In discussion of changes for TS 3/4.3.1, D17 states that, The proposed Action reflects that four channels of the Level 8 Function are required. The current TS mark-up for Reactor Vessel Water Level - High, Level 8 in current TS Table 3.3.3-1, Function 3.e (HPCI System), and current TS Table 3.3.5-1, Function b (RCIC System), are revised to state that 3 channels are required, as modified, and described in DOC D10. These functions have been relocated to proposed TS Table 3.3.1-1 as Function 4.c. with a minimum operable channels of 4. Please clarify the minimum amount of channels required for operability.

Audit Question 107:
Date: 7/14/2023 In discussion of changes for TS 3/4.3.1, D18 states that, A new Action 18 is added which applies when the ADS permissive Function is inoperable. The proposed TS Table 3.3.1-1, Function 11, "Automatic Depressurization System (Permissives)" shows Action 10 and not Action 18 as described in D18. Please provide correct Action for proposed TS Table 3.3.1-1, Function 11.

Date: 8/4/2023 CEG concurs that there is a typographical error and the correct Action is 18 as described in D18. The Mark-Up pages will be edited to correctly refer to Action 18.
Date: 10/30/2023 submittal Upon further review, the typographical error described in OI-107 affects the applicable proposed TS (PTS) page for both Unit 1 and Unit 2 (page 3/4 3-4). The Action on PTS page 3/4 3-4 for Function 11 has been updated to the correct value (18). This submittal provides the updated PTS pages for both Unit 1 and Unit 2 (PTS page 3/4 3-4). The updated Action is underlined and identified with an annotation.
License Amendment Request Attachment page 3 LGS Digital Modernization Project Docket Nos. 50-352 and 50-353 Discussion of Changes, TS 3/4.3.1, Plant Protection System Instrumentation Channels Page 13 D14 Current TS Table 3.3.1-1, Function 2.e, "APRM 2-Out-of-4 Voter," Minimum Operable Channels per Trip System is changed from 2 to four.
There are two trip systems, requiring a total of 4 voter channels. As stated in the existing Bases, "Three of the four APRM channels and all four of the voter channels are required to be OPERABLE to ensure that no single failure will preclude a scram on a valid signal."
Therefore, under the new design and the new Table heading of "Minimum Operable Channels," four voter channels are required.
D15 Current TS Table 3.3.2-1room temperature monitoring channels for four Functions are revised to state the minimum operable channel requirements in terms of monitors per zone or the total number of required monitors. This results in the following changes to the Minimum Operable Channels:
Function 3.b, "Reactor Water Cleanup System (RWCS) Area Temperature - High" is changed from 6 to 12.
Function 3.c, "RWCS Area Ventilation Temperature - High" is changed from 6 to 12.
Function 5.f, "Reactor Core Isolation Cooling (RCIC) Pipe Routing Area Temperature
- High" is changed from 5 to 10.
As discussed in Section 3.2.2 of the PPS Licensing Technical Report and Sections 5.1 through 5.3 of the LGS PPS SyRS (i.e., Attachment 7 to this LAR), the instrumentation coincidence logic for most PPS Functions is changed from "one-out-of-two-taken-twice" to "two-out-of-four," and the terminology, "channels per trip systems," is no longer applicable under the new design. As a result, the minimum number of channels required to perform the safety function is revised in the proposed TS. The proposed changes are acceptable because it reflects the new design.
