SUMMARY

OF DECEMBER 4, 2024, PUBLIC OBSERVATION MEETING WITH CONSTELLATION ENERGY GENERATION, LLC ON LICENSE AMENDMENT REQUEST TO SUPPORT REPLACEMENT OF EXISTING SAFETY-RELATED ANALOG CONTROL SYSTEMS WITH A SINGLE DIGITAL PLANT PROTECTION SYSTEM (EPID L-2022-LLA-0140)

On December 4, 2024, the U.S. Nuclear Regulatory Commission (NRC) staff held a virtual partially closed observation meeting with Constellation Energy Generation, LLC (the licensee, Constellation). The purpose of the meeting was to discuss a Constellation proposed license condition concerning equipment qualification (EQ) that the licensee plans to submit as part of the digital instrumentation and controls license amendment request for Limerick Generating Station, Units 1 and 2 (Limerick). The meeting notice and agenda, dated November 24, 2024, are available in the NRCs Agencywide Documents Access and Management System (ADAMS) at Accession No. ML24329A001. The enclosure to this summary contains a list of attendees.

The licensees presentation is available in ADAMS at ML24339B832 (non-proprietary) and ML24339B879 (proprietary).

During the meeting, the licensee described the structure and revised content of its proposed EQ license condition. The licensee plans to use proposed license condition as substitute for EQ summary test results of equipment that have not been tested, yet. Constellation highlighted the differences between its draft presented during a November 8, 2024 public meeting (ML24338A092) and the draft presented during this public meeting. The NRC staff asked about:

Whether cabinet level testing will be included in the proposed license condition Whether the scope of equipment that would be covered by the paragraph concerning all additional or different hardware was sufficiently clear with what equipment the paragraph was applicable The NRC staff provided the following feedback regarding license conditions:

Any deviations for an individual component covered by the proposed license condition from the guidance included in the proposed license condition should be listed in the proposed license condition Use of N/A in the tables containing proprietary information may not be sufficiently clear, if it was intended to indicate components that had been tested, the summary results provided to the NRC, and therefore the component is outside of the applicability of the proposed license condition The licensee did not provide a target date for supplementing the Limerick digital instrumentation and controls licensee amendment requests with its proposed license condition.
