Dear Sir or Madam:

In accordance with 10 CFR 70.74(b), Global Nuclear Fuel-Americas, LLC (GNF-A) hereby submits a written follow-up report for Event Notification 56523 that was provided to NRC on May 18, 2023 (Reference 2).

Event 56523 As discussed in the initial event report, GNF-A reported an unplanned fire system impairment to the New Hanover County (NHC) Deputy Fire Marshall. Consistent with 10 CFR 70, Appendix A(c), a concurrent report was provided to NRC and is included as Attachment 1 to this letter.

Additional information is provided as follows:

Event Details and Safety Significance At approximately 09:40 EDT on May 18th, the New Hanover County Deputy Fire Marshal was notified that the fire door of the Dry Conversion Process (DCP) elevator shaft malfunctioned and was in the open position. The DCP elevator is located on the south wall of DCP which is a credited fire barrier.

Immediate Corrective Actions Taken A fire watch was initiated and maintained until the elevator door was closed at approximately 10:30 EDT on May 18th.

Probable Cause of Event The elevator door was not closing due to a proximity switch that was out of adjustment. The elevator maintenance vendor adjusted the switch to return the door to service.

US NRC M230096 July 14, 2023 Page 2 Short Term Corrective Actions The elevator was restored to full operation at approximately 13:30 EDT on May 18th. The Fire Marshall was notified shortly after restoration.

Longer Term Corrective Action Evaluate and consider modification of the IROFS fire barriers for DCP to include the elevator shaft barriers and the second floor DCP door as the barriers associated with the IROFS. If these are acceptable, then the first and third-floor elevator doors into DCP would then not need to be credited as part of the IROFS boundary.
