SUMMARY

The U.S. Nuclear Regulatory Commission (NRC) continued monitoring the licensees performance by conducting a core inspection at Global Nuclear Fuel - Americas, LLC, in accordance with the fuel cycle facility inspection program. This is the NRCs program for overseeing the safe operation of licensed fuel cycle facilities. Refer to https://www.nrc.gov/materials/fuel-cycle-fac.html for more information.

INSPECTION SCOPES Inspections were conducted using the appropriate portions of the inspection procedures (IPs) in effect at the beginning of the inspection unless otherwise noted. Currently approved IPs with their attached revision histories are located on the public website at http://www.nrc.gov/reading-rm/doc-collections/insp-manual/inspection-procedure/index.html. Inspections were declared complete when the IP requirements most appropriate to the inspection activity were met consistent with Inspection Manual Chapter (IMC) 2600, Fuel Cycle Facility Operational Safety and Safeguards Inspection Program. The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel to assess licensee performance and compliance with Commission rules and regulations, license conditions, site procedures, and standards.

SAFETY OPERATIONS 88020 - Operational Safety The inspectors evaluated selected aspects of the licensees Operational Safety program to verify compliance with selected portions of Title 10 of the U.S. Code of Federal Regulations, Part 70 (10 CFR 70), including Sections 70.24, 70.61, 70.62; Chapter 11, Management Measures, of the facilitys license application; and applicable licensee procedures.

Identification of Safety Controls and Related Programs (IP Section 02.01)

The inspectors selected specific process areas for inspection based on the safety basis information of the facility, the risk/safety significance of the process areas, the description of plant changes submitted to the NRC, and past plant performance documentation. For the process areas of interest, the inspectors selected a sample of accident sequences in nuclear criticality safety, radiation safety, fire safety, and/or chemical safety based on the information provided in the integrated safety analysis (ISA) Summary, safety basis documentation. The inspectors conducted a general plant tour of each major plant operating area. The process areas and accident sequences selected for review are listed below:

The inspectors reviewed information related to administrative and active/passive engineered safety controls or items relied on for safety (IROFS) for the accident sequences selected above, including the identification of the licensees assumptions and bounding cases as they apply to each of the selected accident sequences, safety controls, or IROFS. This review was performed to verify that the controls or IROFS were available and reliable to perform their intended safety functions and that the design basis assumptions were reflected in the actual conditions in the field. The IROFS selected for review are summarized below. The specific list of IROFS selected for review is included in the "Documents Reviewed" section of this inspection report:

For selected safety controls, the inspectors reviewed management measures to verify proper implementation in accordance with 10 CFR 70 and applicable sections of the license 4

application. This review was performed to verify that selected safety controls or IROFS were present, available, and reliable to perform their safety function and that the design basis assumptions were reflected in the actual conditions in the field. The inspectors conducted the following activities to verify the implementation of selected safety controls:

performed walk-downs to verify implementation of safety controls for the rotary presses and GAD presses walked down the dry scrap recycle furnace and the GAD dry scrap recycle furnace and vibromill to verify the implementation of the selected IROFS observed performance of the following Functional Test Instructions to verify adequate IROFS testing had been established:

o FTI 1020.13 F5, "The Soft Handling System Furnace Room Storage Conveyor must advance only one boat onto the take-off table when the Furnace Operator actuates the RUN Button on the Furnace Operator Panel" o FTI 1020.13 F6, "UO2 Operator Inactivity Sensor" interviewed licensee staff and operators regarding performance of functional test instructions Safety Control Support Programs (IP Section 02.04)

The inspectors assessed additional management measures that support the availability and reliability of the selected safety controls to verify these were implemented in accordance with 10 CFR 70 and applicable sections of the license application. Specifically, the inspectors conducted the following:

reviewed completed Functional Test Instructions for IROFS Numbers 301-01, 301-04, 301-12, 401-09, 401-10, 401-15, 401-16, 401-17, 402-05, 402-10, 402-11, 402-15, 402-16, 503-06, 503-07, 503-16, 503-17, 503-18, 900-09 reviewed completed surveillance records for IROFS Numbers 301-02, 301-03, 301-05, 301-06, 301-07, 301-08, 301-10, 507-03, 507-07, 507-09, 507-10, 507-12, 508-06, 508-08, 508-10 reviewed completed calibration records for IROFS Numbers 301-12, 507-13, 508-01 reviewed failure and degradation records for selected IROFS reviewed corrective action program entries related to IROFS since the last operational safety inspection reviewed IROFS training documents for the selected IROFS FACILITY SUPPORT 88070 - Permanent Plant Modifications The inspectors conducted a review to verify the licensee had established and implemented a configuration management system to evaluate, implement, and track changes to the facility in accordance with the applicable requirements in 10 CFR 70.72 and the license application, Chapter 11, Management Measures. The inspectors review also verified the licensee had established management measures for changes to the facility in accordance with 10 CFR 70, Subpart H and the license application, and that modifications involving new processes met the requirements in 10 CFR 70.64.

Sample Selection (IP Section 02.01)

The inspectors reviewed licensing documents, changes the licensee determined did not require pre-NRC approval under 10 CFR 70.72, and changes that affected the ISA Summary to select changes/modifications to review. Facility Change/Modification Process (IP Section 02.02)

The inspectors reviewed the selected modifications listed above to verify the licensee established a configuration management system in accordance with 10 CFR 70.72 and the conditions of the license. Specifically, the inspectors conducted the inspections activities listed below:

reviewed the following procedure to verify the configuration management system was documented in written procedures and the procedures addressed the aspects in 10 CFR 70.72(a) o WI-16-106-02, "Configuration Management Program - Nuclear Manufacturing Operations," Rev. 18.0 interviewed licensee staff, performed walk-downs in pellet production, and reviewed ISA Reviewer Change Evaluation Forms, including the changes listed below, to verify the licensees evaluation of changes provided valid technical bases to determine whether the change could be made without prior NRC approval in accordance with the criteria in 10 CFR 70.72(c) o ISA Reviewer Change Evaluation Form for CR 29589, dated January 27, 2021 o ISA Reviewer Change Evaluation Forms for CR 21308, dated June 22, 2016 and April 24, 2019 o ISA Reviewer Change Evaluation Forms for CR 28441, dated February 17, 2020 and July 20, 2020 o ISA Reviewer Change Evaluation Form for CR 27928, dated July 8, 2019 o ISA Reviewer Change Evaluation Form for CR 23671, dated March 8, 2016 reviewed the licensee's submittal dated January 28, 2022, to verify the licensee submitted a summary with facility changes and revised ISA Summary pages to the NRC in accordance with 10 CFR 70.72(d) reviewed facility documentation associated with the selected changes to verify that affected documents were updated promptly in accordance with 10 CFR 70.72(e)

Management Measures (IP Section 02.03)

For the selected modifications, the inspectors reviewed the management measures established for affected IROFS (or credited safety controls) to verify the management measures ensured the IROFS (or credited safety controls) were available and reliable to perform their intended function as required by 10 CFR 70.61 and the license. Specifically, the inspectors conducted the inspection activities listed below:

interviewed licensee staff and reviewed change management procedures to verify the licensee implemented the aspects described in configuration management system procedures and Section 11.2 of the license application interviewed licensee staff and reviewed training material to verify the staff involved in facility changes were qualified in accordance with the license and plant procedures 7

interviewed licensee staff to verify the licensee conducted training on plant modifications and updated training documents as required by plant procedures reviewed corrective action program entries to determine whether the licensee identified configuration management issues and corrected the conditions License Application Changes (IP Section 02.04)

For the selected modifications, the inspectors interviewed licensee staff and reviewed applicable sections of the license application to verify the licensee evaluated license application changes and conducted NRC pre-approval screenings in accordance with the license requirements. Specifically, the inspectors conducted the inspection activities listed below:

reviewed the licensees procedure, WI-16-106-02, used to determine whether NRC pre-approval of license application changes is required to verify that the licensee's process for evaluating license application changes was in accordance with license and regulatory requirements reviewed ISA Reviewer Change Evaluation Forms, in which the licensee documented the license application change evaluations, associated with selected changes listed below, to verify the licensee maintained records of the evaluations and provided the bases for determining the change did not require prior NRC approval:

o CR-29521, dated January 21, 2021 o CR-29589, dated January 27, 2021 o eCR-50397, dated June 6, 2016 and April 24, 2019 o CR-28441, dated February 17, 2020 and July 20, 2020 New Processes at Existing Facilities (IP Section 02.05)

The licensee had not implemented any new facility processes at the time of the inspection.

Therefore, the inspectors review did not include evaluations of whether the licensee addressed the baseline design criteria and defense-in-depth as stipulated in 10 CFR 70.64.

Records Retention (IP Section 02.06)

The inspectors reviewed a sample of plant documents impacted by the selected modifications to verify the licensee maintained records of facility changes in accordance with the license requirements and 10 CFR 70.72. The sample of documents included:

operating procedures, including OP 1900.00.201, OP 1040.60.201, and TOP 50258 system drawings, including 2171E96-020 and SP71E0019 ISA documents, including PHA-701 and QRA-401-503 INSPECTION RESULTS No violations of more than minor significance were identified.

On October 20, 2022, the inspectors presented the operational safety (IP 88020) and plant modifications (IP 88070) inspection results to Doug Nay and other members of the licensee staff.
