SUMMARY

OF THE JANUARY 24, 2002, MEETING BETWEEN THE NUCLEAR REGULATORY COMMISSION STAFF AND PACIFIC GAS AND ELECTRIC COMPANY (TAC NO. L23399)

On January 24, 2002, a meeting was held between the Nuclear Regulatory Commission (NRC) staff and representatives of Pacific Gas and Electric Company (PG&E) to discuss PG&Es plans for licensing an independent spent fuel storage installation (ISFSI) at the Diablo Canyon Nuclear Plant. This meeting was conducted at the Center for Nuclear Waste Regulatory Analysis (CNWRA) in San Antonio, TX. The CNWRA will assist NRC with the site specific technical review of the application. The purpose of this meeting was for PG&E to discuss the format and content of the 10 CFR Part 72 application for an ISFSI at Diablo Canyon. is an attendance list. This meeting was noticed on January 11, 2002.

The meeting was separated into two discussions. First, PG&E staff discussed what documents were contained in the application, how the documents were formatted, and how the documents incorporated other information, previously docketed by NRC. Previously docketed information includes the Holtec HI-STORM 100 Safety Analysis Report, as amended through December 2001, and past seismic evaluations performed for the Diablo Canyon Power Plant. PG&E also discussed changes required to its 10 CFR Part 50 reactor license to accommodate the use of the Holtec HI-STORM System. Attachment 2 contains slides presented by PG&E during this portion of the meeting. The NRC staff is currently performing an acceptance review of the application. If NRC staff finds the application acceptable, a Notice of Docketing, a Notice of Consideration of Issuance, and a Notice of Opportunity for a Hearing will be posted in the Federal Register.

The second discussion focused on seismic evaluations that support the ISFSI application.

These evaluations include both previous evaluations performed for the Diablo Canyon Power Plant and new evaluations performed specifically for the ISFSI application. Attachment 2 also provides slides presented by PG&E during this portion of the meeting.

No proprietary information was disseminated or presented at this meeting. No regulatory decisions were requested or made.
