OF APRIL 20, 2004, MEETING WITH PACIFIC GAS & ELECTRIC AND HOLTEC ON PLANS RELATED TO THE INSTALLATION OF A SINGLE-FAILURE-PROOF CRANE AT HUMBOLDT BAY On April 20, 2004, a meeting was held at the U.S. Nuclear Regulatory Commission (NRC) offices in Rockville, Maryland, with representatives of the Pacific Gas & Electric Company (PG&E) and its vendor, Holtec, to discuss information, planning, and status related to the licensing and use of a single-failure-proof crane design at the Humboldt Bay Decommissioning Nuclear Power Plant. The crane will be used to lift, handle, and transfer spent fuel in a fully loaded Holtec cask from the Humboldt Bay spent fuel pool to an independent spent fuel storage installation (ISFSI).

Humboldt Bay currently has an application under review at the NRC for a site-specific licensed ISFSI utilizing the Holtec International HI-STAR dry cask system modified for Humboldt Bay spent fuel. However, Humboldt Bay does not have the capability to lift a fully loaded HI-STAR cask (multipurpose canister and overpack). Holtec has developed a proprietary cask handling system consisting of a davit crane design equipped with strand jack lifting devices that can accomplish the ISFSI cask handling operation within the constraints of the Humboldt Bay site layout and spent fuel pool access. The crane design will have a rated lifting capacity considerably greater than the 90-ton weight of a loaded HI-STAR cask.

As discussed during the meeting, cask handling operations within the refueling building will be conducted under the Humboldt Bay possession-only 10 CFR Part 50 license. Since use of the crane and cask handling operations are not part on the current licensing basis at Humboldt Bay, PG&E plans to submit a license amendment request to incorporate use of the crane and HI-STAR cask. PG&E states that the crane will conform with the guidance in NUREG-0612, Control of Heavy Loads at Nuclear Power Plants, and NUREG-0554, Single Failure Proof Cranes as applicable for this unique crane design. PG&E plans to submit the license amendment request in July 2004 and would expect NRC to complete the licensing action well in advance of the August 2005 schedule for issuance of the ISFSI license.

D. Gillen PG&E noted that the crane has been designed to a seismic criteria of 0.5g although the seismic characterization of the site is much greater. PG&E justifies the use of the 0.5g criteria as reasonable based on the maximum seismic capability of the refueling building which currently stores the spent fuel and which will support the crane.

Staff questions during the meeting focused on details related to the seismic analyses, reliability information, and discussions on the pin connections used in the design.

The meeting attendance list and a copy of the non-proprietary slides presented by PG&E are attached. The presentation made by Holtec on the crane design details is proprietary and no handouts of the slides were disseminated by Holtec or retained by the NRC. PG&E filed an affidavit for withholding information for the proprietary portion of this meeting on April 14, 2004 (ADAMS Accession No ML041140382). This meeting was noticed on April 6, 2004. No regulatory decisions were made during the meeting.
