SUBJECT:
MEETING WITH PACIFIC GAS AND ELECTRIC COMPANY TO DISCUSS THE APPLICATION FOR THE HUMBOLDT BAY INDEPENDENT SPENT FUEL STORAGE INSTALLATION (TAC NO. L23683)
On January 13, 2005, a meeting was held between representatives of the U.S. Nuclear Regulatory Commission (NRC), its contractor, the Center for Nuclear Waste Regulatory Analyses (CNWRA), and the Pacific Gas and Electric Company (PG&E) to discuss PG&Es license application for an independent spent fuel storage installation (ISFSI) at the Humboldt Bay site. Attachment 1 is a list of attendees. During the meeting, PG&E and the staff also discussed the review status of a requested amendment to the 10 CFR Part 50 license to support cask loading activities. The meeting was noticed on December 21, 2004.
The staff previously sent a Request for Additional Information (RAI) to PG&E concerning the ISFSI application, on July 22, 2004. During the meeting, the participants discussed the outstanding issues identified by the staff following its review of PG&Es response to the RAI, dated October 1, 2004. Attachment 2 provides a listing and status of those outstanding issues.
The meeting discussions helped to clarify the staffs position on several issues. For some of the RAIs listed in Attachment 2 (RAIs 2-12, 6-1 and 16-2), the staff indicated that no additional information from PG&E would be needed at this time. For the other issues, PG&E agreed to supplement its previous RAI response with additional or revised information to address the staffs concerns. Similar clarifications were obtained for the Part 50 amendment request.
No regulatory decisions were requested nor made during this meeting.
