SUMMARY

OF AUGUST 4, 2021, CLARIFICATION CALL WITH PACIFIC GAS AND ELECTRIC COMPANY REGARDING TRAILER CITY FINAL STATUS SURVEY REPORT, THE HUMBOLDT BAY POWER PLANT, UNIT 3 The U.S. Nuclear Regulatory Commission (NRC) conducted a clarification call with Pacific Gas and Electric Company, the licensee, on August 4, 2021. The purpose of the meeting was a clarification teleconference to ensure NRC staff understands certain aspects of the final status survey report (FSSR) for Trailer City that was submitted on May 21, 2020 (Agencywide Documents Access and Management System Accession No. ML20142A287) for the Humboldt Bay Power Plant, Unit 3.

The meeting began with opening remarks by the NRC staff, followed by introductions of the attendees. A list of attendees is enclosed.

The NRC staff asked the licensee to explain why the survey boundaries for the OOL09-10-FSR survey were inconsistent with the survey boundaries for OOL09-10 when the final survey report (FSR) area is supposed to be backfilled in the original survey unit. The Licensee explained that after completing remediation of the Trail Buffer Zone by excavation, the licensee subsequently backfilled the excavation utilizing soil from on-site that had been screened through the GARDIAN system which is a bulk material measurement system used to screen trucks containing soil. The licensee said that the backfill actually extended outside of the excavation area (the OOL09-10 survey unit boundaries) as needed to contour portion of a catch basin in the previously surveyed and neighboring Duck Pond survey unit (a Class 3 survey unit). The licensee describes the OOL09-10-FSR survey unit as a Class 1 open land area of 1,771 m2 which includes materials used as backfill in the OOL09-10 survey unit and nearby. The licensee said the same was true for the OOL09-09-FSR survey unit which borders the OOL09-10-FSR survey unit.

The NRC staff informed the Licensee that the NRC staff believes that no additional requests are needed for the Trailer City FSSR at this time.

Pacific Gas and Electric Company At this meeting, the NRC staff made no regulatory decisions about the merits of the Trailer City FSSR.
