Dear Ms. Atack:

The purpose of this letter is to provide supplemental proposed changes to the U.S. Nuclear Regulatory Commission (NRC) for review and approval to address requests for additional information (RAIs) for American Centrifuge Operating, LLCs (ACO) SP-3605-0042, Security Plan for the Physical Protection of Special Nuclear Material at the American Centrifuge Plant.

On July 20, 2020, staff from the NRC and ACO held a conference call to discuss clarifications needed for ACOs submittal dated June 23, 2020 (Reference 1). On August 5, 2020 (Reference 2),

ACO provided supplemental proposed changes to address these requested clarifications. Additional closed staff discussions were held in Oak Ridge on October 7, 2020 and via conference call on December 1, 2020.

On December 15, 2020 (Reference 3), the NRC issued formal requests for additional information (RAIs) for ACOs response. ACOs responses to the NRCs RAIs for SP-3605-0042 are being provided as Enclosure 1 of this letter. Enclosure 2 provides supplemental proposed changes to SP-3605-0042. Newly proposed changes from the previously submitted plan are noted with revision bars in the right-hand margin.

Additionally, Enclosure 2 has been determined, in accordance with the guidance provided by the DOE, to contain Export Controlled Information and must be protected from disclosure per the requirements of 10 CFR Part 810.
