SUBJECT:

AIT DISPATCHED TO MCGUIRE NUCLEAR POWER STATION The NRC is dispatching an augmented inspection team (AIT) to McGuire Nuclear Power Station to investigate an overpressurization of the containment spray system which resulted in a spill' of approximately 10,000 gallons of contaminated water into the Auxiliary Building.

The plant was shut down for refueling (Mode 5) and the reactor was being cooled with the Nuclear Decay Heat Removal System. This event occurred on September 5,1989, around 4:10.p.m. The team will be on site the morning of September 7, 1989.

It appears that due to an inappropriate valve lineup, an intersystem LOCA occurred. The primary system pressure (325 psi) was allowed to pressurize the train "A" Containment Spray System which caused the associated heat exchanger bottom flange' gasket to fail, since the Containment Spray System is designed for 220 psi. This gasket leaked for approximately one hour and allowed about 10,000 gallons of water to spill into the Auxiliary Building.

The State of North Carolina has been informed.
