September 23, 1985 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE PN0-II-85-90 This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. The information is as initially received without verifi-cation or evaluation, and is basically all that is known by the Region II staff on this data.

SUBJECT:

FALSE BOMB THREAT Th: Mecklenburg (N.C.) County Police notified authorities at McGuire at 7:38 p.m. (EDT)

Friday, September 20, that they had received a telephone call eight minutes earlier saying that a bomb had been planted at McGuire.

In accordance with the plant emergency plan, Duke Power Company declared an unusual event at 7:50 p.m. A search, conducted in accordance with the bomb threat procedure, found no bomb. The search turned up a briefcase in a trash can inside the protected area about 100 fest from the Unit 1 turbine building. The police bomb squad responded and found that the bricfcase was empty. Duke determined that a plant engineer earlier had discarded the briefcase as trash.

The unusual event was terminated at 1 a.m. September 21. Region II is following the continuing police investigation.

Th; State of North Carolina, the Federal Bureau of Investigation and the Infonnation Assessment Team were informed.

Duke informed the NRC headquarters incident response center of this incident at 8:20 p.m.
