EXECUTIVE
SUMMARY
During the report period January 1, 1988 to December.31, 1988, various activities were conducted at the SNEC facility to further the decontamination and decommissioning offorts at the site while assuring continued protection of the health and' safety of the pt.blic and SNEC staff.
Final release surveys of the Control and Auxiliary.(C&A) Building and Radioactive Waste Disposal Facility (RWDF) were commenced in October and were in progress at the end of the reporting period.
A total of 15 entries were made into the containment Vessel (CV). These entries were made for Technical Specification quarterly surveys, routine housekeeping and related work,'and management tour.
All of the, required Technical Specification quarterly radiation surveys were successfully conducted at the facility. . In addition, the supplemental environmental monitoring program maintained by GPU Nuclear at the site continued during 1988. Results of these monitoring programs and surveys indicate that there has been no appreciable change in the radiological or environmental conditions at the facility when compared to previous years. The facility currently poses no threat to the health and safety of the public.

l Introduction This report is prepared in compliance with Section B.5.b of the Saxton Nuclear Experimental 1' Corporation (SNEC) Technical Specifications. The reporting period covers January 1, 1988~.to , December 31, 1988. Each section presented below corresponds.to the appropriate reporting requirement of-the Technical-
- Specifications.
A. Information Relatino to Chances in those Staff Positions that are Desionated as beino responsible for the Deactivated Facility.

There were a number of changes in staff positions designated in the Technical Specifications as being responsible for the deactivated facility.

B. ' Summary of Entries into the Containment Vessel (CV) or Radioactive Waste Disposal Facility.(RWDF) and Reason for Each Entry.

During 1988, increased maintenance and decontamination activities necessitated entries into the RWDF nearly every day by several individua)3 There were approximately 1,950 entries into the RWDF during the period of January 1, 1988, to December 31, 1988. Daily sign-in and sign-out logs are on file and available for inspection. A list of entries into the SNEC CV and the reason for each is presented below.

'During 1988, there were no major maintenance or design changes made at-SNEC. Some minor changes related to final. radiological surveys in the RWDF and C&A Buildings were made, (i.e., surface decontamination).
During 1987, holes were cut in the west wall of the RWDF, the east wall of the C&A Building and the pipe tunnel. .These' holes were cut to allow entry of a large mechanical surface decontamination machine. These holes were ,
plugged with' plywood forms after their use. -This information was inadvertently omitted from the 1987 Annual Report and is included here for '
your information.
D. Results of Radioactivity Levels and of Water Samole Analyses.

Analysis results of water samples from the CV, RWDF and CV pipe tunnel are
-presented in Tables I, II and III, respectively. Samples from the CV sump-contain the highest activity. This is consistent with previous. years data. The water in the CV sump is completely contained and not in contact with the environment, therefore, there is.no threat to the public health and safety. CV sump water originates from small amounts of condensation

.. t that form on the inside of the CV walls and drain downward, into the sump.
CV sump water is periodically removed, packaged, and shipped to a licensed radioactive waste landfill. .
I General area dose rates taken during the quarterly surveys at the CV ;
Operating Deck, the CV perimeter fence and the Penelec Perimeter Fence are presented in Table IV. Dose rate information obtained from surveys of the l CV High Efficiency Filter is presented in Table V.
Dose rates at the 20 permanent survey points in the CV ranged from less 1 than 0.2 mr/hr to 0.12 mr/hr. The data are presented in Table VI. Smear I surveys from the same 20 permanently marked points ranged from less than 1000 dpm/100cm 2 to 9170 dpm/lOOcm2 (Table VII).
Survey points 8 and 12 are located in a posted contaminated area, along the walkway to the lowe.

These two survey points display the movement, by survey crews, of loose l contamination from the lower levels of the CV to a radiological control point. These areas are occasionally wiped down to control the spread of the contamination. l i
The data from these surveys are generally consistent with past results and j do not display any adverse trends.
E. Review of the Performance of Security and Surveillance Measures I
- (Section B.S.b(5))
l During 1988, there were two (2) break-ins noted at the SNEC facility. They I were as follows:
- 1. November 27, 1988 A break-in occurred at the SNEC tool room (lock broken) and the SNEC office trailer (pried open).
The intruders' access to the area was most likely gained by climbing over the fences. Some cash and a paycheck were stolen. The incident was reported to the PA State Police. The broken locks were replaced.
- 2. December 18, 1988 Locks were cut on the truck gate, RWDF, and SNEC office trailer. Cash, two (2) radiological survey instruments and some office supplies were stolen.
The incident was reported to the PA State Police.
All of the cut locks were replaced.
NOTE: There were also three (3) apparent break-ins to the Penelec Site.
Copper wire was stolen each time. In each case, there was no evidence of intrusion into the SNEC exclusion area.
