An inspection of the Containment Vessel was conducted on January 18, 1983 As a re-sult of this inspection, approximately 4.5cm of water was found in the Containment Vessel sump, below Elevation 765'-8". The water was sampled, ar.J subsequent isotopic analysis of the water confirmed that the concentration of Cs-134, Cs-137, and Sr-90 exceed the limits of Table ll, 10CFR20, for unrestricted release (See Attachment 1) and is reportable.

The water in the sump is the result of condensation on the inside walls of the Con-tainment Vessel above Elevation 812'. Condensation is a consequence of the breather pipe which was installed during decommissioning to allow the vessel to breathe wl:th changes in atmospheric temperature. This water drains to the sump from the operating floor level (Elevation 812') via the installed drain system and becomes contaminated by rec.idual radioisotopes conte.ined within the sump. Observations in the Containment Vessel do not indicate any release path to the environment. The floor of the Contain-ment Vessel at Elevation 765'-8" is dry.

On March 19, 1982, you were informed that the drain pipe carrying water to the sump was cut and capped, above the operating floor level, with the expectation this fix would stop the flow of water to the sump. Ilowever, this fix has not been entirely successful in preventing the flow of water to the sump. We will continue to monitor water level in the sump and are currently evaluating other means of preventing the flow of water to the sump.
