APPENDIX A NOTICE OF VIOLATION TU Electric Dockets: 50-445/87-06 i 50-446/87-05 Comanche Peak Steam Electric Station, Permits: CPPR-126 Units 1 and 2 CPPR-127 During an NRC inspection conducted on March 1 through April 30, 1987, in accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1987), the following violation was identified:

Criterion V of Appendix B to 10 CFR Part 50, as implemented by Section 5.0, Revision 3, dated July 31, 1984, of the TU Electric Quality Assurance Plan, requires that activities affecting quality shall be prescribed by and accomplished in accordance with documented instructions, procedures, or drawings.

Section E-6.5 of Brown & Root Procedure MCP-10, Revision 9,

" Storage and Storage Maintenance of Mechanical and Electrical Equipment," requires that "All colored cables stored in type class

'E' storage shall have the cable covered for protection against exposure to sunlight (i.e., replacement of shipping cardboard or similar material)."

Contrary to the above, on March 12, 1987, the NRC inspector identified colored cables stored in the outside (type class "E")

cable reel yard which were improperly protected from exposure to '

sunlight. The opaque plastic covering installed to protect the cables from sunlight failed to cover a significant portion of the cable. These cables were noted to have begun fading in the exposed area. Examples of the above condition were noted on cable reels W-416-1, W-316-1A, W-745-1CC, W-117-1, W-117-3, W-117-4 and W-118-12C.

This is a Severity Level V violation (Supplement II)

2 Pursuant to the provisions of 10 CFR 2.201, TU Electric is hereby required to submit to this office, within 30 days of the date of the letter transmitting this Notice, a written statement or explanation in reply, including for each violation: (1) the reasons for the violations if admitted, (2) the corrective steps which have been taken and the results achieved, (3) the corrective steps which will be taken to avoid further violations, and (4) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending your response time.
