l TU Elec+.ric- Docket: 50-445 I Comanche Peak Steam Electric Station Operating License: NPF-87 I

During an NRC inspection conducted on August 20-24, 1990, a violation of NRC I requirements was identified. In accordance with the " General Statement of Policy j and Procedure for NRC Enforcement Actions," 10 CFR Part 2. Appendix C (1990)

(Enforcement Policy), the violation is listed below:

Criterion V of Appendix B, to 10 CFR'Part 50, requires activities ,

affecting quality to be prescribed by procedures of a type appropriate to l' the circumstances.

Contrary to the above, the licensee did not establish.a procedure ,

prescribing the administrative controls necessary to assure that the j Anticipated Transient Without Scram Mitigation Actuation Circuitry (AMSAC) was operational. As the result of this inadequacy, on August 10, 1990, the AMSAC was left in the bypass position thereby disabling the system for a period of approximately 10 days while the reactor was operating at fullpower.(445/9036-01) l This is a Severity Level IV violation. '(Supplement I).

Pursuant to the provisions of 10 CFR 2.201, TU Electric is hereby required to submit a written statement or explanation to the.U.S. Nuclear Regulatory Commission, ATTH: Document Control Desk, Washington, D.C. 20555 with a copy to the Regional Administrator, RegiontIV, and if applicable, a copy to the NRC 1 Resident Inspector, within 30 days of the date of the letter transmitting this NoticeofViolation(Notice). This reply should be clearly marked as a " Reply ,

to a Notice of Violation" and should include for each violation: (1)the reason for the violation, or, if contested, the basis for disputing the violation, (2) the corrective steps that have been taken and the results achieved.
