NOTICE OF VIOLATION TU Electric Docket: 50-445/89-57 Comanche Peak Steam Electric Station Permit: CPPR-126 Unit 1, Glen Rose, Texas During an NRC inspection conducted on July 17 through July 28, 1989, a violation of NRC requirements was identified. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1989), the violation is listed below:

Appendix B of 10 CFR 50, Criterion XVII, " Quality Assurance .

Records," requires, in part, that records be maintained to furnish evidence of activities affecting quality and that records shall be identifiable and retrievable.

ANSI N45.2.9-1974, Section 4.2, " Timeliness," requires a specific submittal plan be established between the purchaser and supplier for quality assurance records to assure their availability.

TU Electric implementing procedure Nuclear Engineering and Operations (NEO) .2.13, " Management of Nuclear Power Plant Records,"

' Revision 3, effective July 1, 1988, paragraph 6.3.1, states that organizations who process and store documents prior to turnover and acceptance by TU Electric Records Management shall provide for the control, preservation, and safekeeping of documents as defined in the Records Management Program Manual (RMPM).

Implementing procedure NEO 2.23, " Turnover of Nuclear Power Plant Records," Revision 3, effective July 1, 1988, paragraph 4.6, states, in part, that Section 1 (procedures) is applicable to a'.1 NEO organizations.

The RMPM procedure RMP-1.2.1, Revision 5, Section 4.0, effective August 3, 1988, requires that provision be made for the preservation, safekeeping, and storage of documents.

Contrary to the above, the Instrument and Control (I&C) organization (an NEO organization) did not provide adequate preservation, safekeeping, and storage of an extensive number (appears to be hundreds) of completed work packages that were awaiting final review for an excessive period of time (up to i 2 years) prior to turnover and acceptance by TU Electric Records l Management. ! ' Nuclear Regulatory Commission, ATTN: Document. Control Desk, Washington, DC,.20555, with a copy.to the Assistant Director for Inspection. Programs, Comanche Peak Project Division,-Office of Nuclear' Reactor Regulation, within 30 days of the date of the letter transmitting this Notice. This reply should be clearly marked as a " Reply to a Notice of Violation" and should include for-each violation: (1) the reason.for the violation if admitted, (2) the corrective steps that-have been taken and the results achieved, (3) the corrective steps that will be.taken to avoid further violations, and (4) the date when full compliance will be achieved.- If an adequate reply is not received within the time specified in this Notice,'an order may be. issued to show cause why the license should not be. modified, suspended, or revoked or why

.such other action as may be proper should not be taken. Where good cause is shown, consideration will be given to extending the response time.
