4 J DOCUMENT CONTAINS SAFEGUARDS INFORMATION Results:
Inspection of the vital area barriers indicated that the licensee had effectively ensured that all vital area barriers were in place a'ad adequate to ensure thct an intruder would be delayed during a penetration attempt (Section I).
The vital area detection aids were tested and determined to effectively ensure that intruders attempting to enter vital areas will cause an alarm thereby initiating a response (Section 2).
Startup and operation of Unit 2 will have little impact on the security organization. The licensee already has an appropriate number of security officers to protect both units (Section 3).
Management provided appropriatt oversight and support of the security program.
However, a concern tas identified regarding the level of oversight provided by licentse security management to the contract security organization (Section 4).
The training and qualification program was generally effective in ensuring that the securtty force was trained in accordance with training and qualification plan requirements. However, a concern was identified with an inconsistency in requalification training given to the security staff which was perceived by the security officers as preferential treatment (Section 5).
The access control - packages program was determined to be adequate with one exception. A violat'.on was identified involving.the security-training staff that was bypassing the access points search equipment with packages containing range supplies and other materials used in range training. Vulnerabilities were identified in the x-ray search equipment, and the licensee committed to study measures to reduce the vulnerability (Section 6).
Summary of Inspection Findinas:
A violation (VIO 445/9304-01) was identified involving package searches (Section 6).
An Inspection Followup Item (IFI 445/9304-02; 446/9304-02) was identified in the area of access control - packages (Section 6).
