On May 14,1998, the NRC Operations Center was notified of the discovery of contraband within the protected area in accordance with the requirements of 10CFR26.73. Please see Attachment B,

DATE & TIME Reported to the NRC Operations Center by telephone on REPORTED Thursday, May 14,1998, at 16:11 (Eastern Time)

DESCRIPTION OF EVENT:

Two electricians found the contraband on a small cart (3' x 4'). The cart had been located in the South equipment bay of the Outage Maintenance Facility (OMF). This area was utilized by contractor personnel as a break area during the Refuel IX outage. This cart contained leftover parts and scrap materials from the Laundry Decon Facility (LDF). The cart was taken to the OMF electrical shop to be unloaded. While unloading the contents of the cart, the contraband was found by the electricians wrapped in a yellow dispensable hand towel. The electrbians notified the AmerenUE Maintenance supervisor. At approximately 1320 'nours the Maintenance supervisor contacted Security, Upori Security's arrival at the OMF, the electricians handed Security the contraband. Security took possession of the contraband. During this exchange, Security observed the electricians, and they did not appear to be under the influence of alcohol.

In addition, Security performed a patrol of the LDF to observe personnel working in the area for FFD concerns and to inspect the area for other items of cortraband. Patrol /obsen/ation was completed of the LDF with no other items found and no personnel observed working in the area. Security also performed a ,

waik down inspection of the OMF electrical shop and the South equipment bays ' )

for other contrabend items. None were found. There were no personnel )

observed working in these areas. '

Security notified appropriate AmerenUE management. The reporting requirements of 10CFR26.73 were reviewed and then the FFD event was  ;

reported to the NRC Operations Center. In addition, the incident was reported to j the NRC Resident inspector and to the NRC Region IV inspector on May 14,1998.

The contraband was disposed of by Security.

i l Security Department personnel were briefed about the incideat and awareness of l contraband items were heightened. Due to the inadvertent handling of the bottle I

upon its discovery, it was impractical to attempt to obtain fingerprints which may have assisted in identifying the original owner of the bottle.
