Proposed Change to DPR-29 and DPR-30 (Quad-Units 1 and 2) filed under AEC Dkts 50-254 nd 50-265 2

Dear Dr. Morris:

Pursuant to Section 50.59 of 10 CFR 50 and paragraph 3.B of Facility Licenses DPR-29 and DPR-30, Commonwealth Edison Company and Iowa-Illinois Gas and Electric Company,hereby submit a proposed change to DPR-29 and DPR-30.

The purpose of this change is to add Appendix B which is the non-radiological technical specifications and bases for Quad-Cities Units 1 and 2.

Appendix B addresses itself to the Environmental Program which is in effect during the period of plant operation with the heated water being discharged through the side jet.

The Commonwealth Edison and Iowa-Illinois Gas and Electric Company request for permission to allow high power testing and emergency operation, dated April 12, 1972, and supplement, dated April 20, 1972, address the possible temporary detrimental effect this operation might have on the environment.

Appendix B represents the program to adequately monitor and evaluate this interim operation.

This information is being provided in answer to Question 1 of Mr. Skovholt's letter requesting that it be submitted in technical specification form.

This change has been reviewed and approved by Commonwealth Edison Compan,v's Nuclear Review Board.
