J Company proposed Change No.16 to the Technical Specifications of Dresden Unit 2 and Chango No. 6 to the Technical Specifications of Dresden l'ait 3.
The proposed changes for the tuo units arc identical and relate to (1) a lowering of the.turbinc-generator control-oil-pressure scram sctroint, (2) a change in the surveillance requirements for the Intermediate Range Monitor (IICI) instruxntation, (3) the addition of en IlM control rod block l
function for IPJi date.ctor position, and (4) an APPJi rod block at a naximum l
reactor pouer of 12 percent in the refuel and startup/ hot standby operating modes.
Our evaluation of the proposed changes to the Technien1 Specifications indi-cates that there is no change to the resultn of the nonlyses described in the Fins 1 Safety Analyrio ncport and thereforo does not involvo untevicwed scfety questions. We therefore conclude thct the proporied changes do not present signifiennt hnzards cencidoratiens not described or implicit in the
.. __. safety analyses report and that there is reasonabic assuranca that the healt.h and safety of the.public will not be endangered. We have reviewed the 11 cent.-
ce's proposed changes and supporting evaluations as follows: -

(1) Change of turbine-loss-of-control-oil-pressure scram setnoint, t
The licensee provided for anticipatory scram protectica in the event of turbine-generator locc-of-control-oil-pressure (set at equal to or grecter than 1100 psi) in Change No.11 to the Technical Specifications of Dresden Unit 2 and Chcage No. 3 to the Technical Specifi::ations of Dresden Unit 3.
We approved this change and our evaluation was reported

dctermined that the setpoint of 1100 psi was set too close to the operac-

inn pronsure of 1250 psi and hac resulted in spurious scrama. The licensco now proposes to lower the cetpoint to equal to or greater than 900 psi to prevent thene spurious scrams. The cetpoint is still ade-quate to allow an anticipatory scram in the event of loss-of-control-oil-pressure.
The reduction of the setpoint is acceptabic since it would provent in-advertent reactor ceram and yet provide an adequat'e margin of safety.

A control rod blocking function.has been added for an IPJI detector not fully inserted'in the coro. This rod block ensures that control rod.
withdrawal' does not occur unless the IKl! instrumentation 'has been inserted into the core to provide the required protection in. the' refuel and st.artup/ hot standby operating modo.
. (4) APRM rod block' at equal to or lens than 12% reactor power
- An APRM upscale rod block-(equal-to or less than 12% reactor pover) has been added for the refuel and startup/ hot stendby' operating mode.
This additional rod block would prevent rod withdrawal above 12%
reactor power in the above operating modes.
