. ACTION ON PARTIAL POWER REQUEST FOR THE QUAD CITIES NUCLEAR POWER STATION This memorandum is in response to one of the actions taken by the Commission at Policy Session (Regulatory) 14 on December 21,1971.

The Coinmission requested a letter be drafted to the applicant advising AEC is prepared to issue a license for 20% operation.

Attached for Comission information is a copy of the letter we plan to send to the applicant and a copy of the staff's _ report covering environmental and need for power factors which supports the decision for the 20% license.

I am advised by the General Counsil's office that the brief which the Justice Department will shortly file in behalf _ of AEC in the Quad Cities litigation is to include the attached report as an appendices.

The staff is now in the process o'f preparing an equivalent report on station operation up to 50% as proposed by the appitcant. Any questions should be referred to A. Giambusso, extension 7377.
