On November 11, 1975, members of the NRC Staff visited the Zimmer site as
part of our Q-1 review procedures. The reactor is approximately'30% com .  !

i plate with the primary containment structure about completed.. The pressure vessel is being stored on site in a large low air pressure rubberizad'in-f flatable building to protect it from the weather. We had a brief _ meeting with the applicant's personnel who described the status of plant construction.-

NRC personnel then were split into two groups for a tour through the reactor facilities being constructed. We climbed from the, lowest level of~the pres-

,, sure suppression chamber'through the many levels of the primary and secondary j containment structures. Some of the large pipe was installed;-however, few -

tanks, pumps, ~etc. were in place. The structural steel was up but the siding l

had not yet been bolted in place. On the higher elevations of the turbine building, the surrounding countryside could be seen for many miles.- It is still as sparsely populated as it was when I visited the site during the

! construction permit review stage. We viewed the cable tray and spreading l room areas of the plant. Only a few of the trays were installed. In the containment, the personnel airlock was in place and the equipment hatch  !

i removed for entry into the area.

I The large hyperbolic (untural draf t) cooling tower shc11 is completed. j Workmen are currently installing the transite sheets in a vertical position .' ,

j We climbed on the outer walls of the circular intake structure where workmen 5- )i were pile driving steel plates into position which w111 form the inside of .

the 150' long intake canal to the service water pump structure. This odd- ',

shaped canal was provided by the applicant to prevent a barge with explosive l cargo from possibly impacting on the service water structure.

! The location of the Reis Manufacturing Company was observed within the

! exclusion area. This structure consists of a large flat-roof, one story

! building. We viewed the barge docking facilities (See Figure 1,2-1 I [ Sheet 3 of 3]). The rail line shown on this figure going from the dock

- to the turbine building has not yet been placed.

Several NRC staff members drove through the small town of Moscow, Ohio (population about 350). The homes there are fairly old but have been well ,

maintained. No recent construction was noted in our tour of the outermost l streets of this community. The Zimmer cooling tower is quite g ible from j l me pcuooA tsee rp ngure A.q-A, snees A of aj. w q l

[ During the several hours that we spent on the site, only one coal barge shipment past the' site was noted.

- Af ter leaving the reactor site area, we toured the water treatment plant for the City of Cincinnati, Ohio since one of our staff had interests in 4 that area. It is my understanding that the City of Cincinnati is concerned about an accidental release'of activity from the Zimmer site.
