PROPOSED IMPOSITION OF CIVIL PENALTY - $25,000 This is to inform the Commission that a Notice of Violation and Proposed Imposition of Civil Penalty in the amount of Twenty-Five Thousand Dollars

($25,000) will be issued on or about June 11, 1987 to Arkansas Power and Light Company. This action is based on a violation in which one pressurizer code safety valve was found inoperable in that its lift setpoint was approx-imately 500 psi above that specified in the bases for the pertinent Technical Specification.

It should be noted that the licensee has not been specifically informed of the enforcement action. The Regional Administrator has been authorized by the Deputy Executive Director for Regional Operations to sign this action. The schedule of issuance and notification is:

Mailing of Notice June 11, 1987 Telephone Notification of Licensee June 11, 1987 A news release has been prepared and will be issued after the licensee receives the Notice. The State of Arkansas will be notified.

The licensee has thirty days from the date of the Notice in which to respond.

Following NRC evaluation of the response, the civil penalty may be remitted, mitigated, or imposed by Order.
